The penalty for not being a whistleblower falls directly on the DSPs and staff. No provision of cameras. We need a silent witness, and agencies have deeper pockets to penalties. Of course, after they present a complaint, OPIA has the last word to see if this is a substantiated case or not. So they are doomed if if staff doesn't say anything, and they can also be left high and dry if their case is unsubstantiated.

Deborah Robinson, Jonathan Seifried and Dr.Cha presented the new and enhanced law, PL2025, promising upgraded financial penalties, loss of license, and other consequences for day habilitation programs and group homes. All these is supposed to take place starting next week. Many warnings, though, and a long process. Hope this works, but it needs a lot of extra muscle from DDD and DHS. Thoughts?
