PLANNING BOARD TO HEAR NEW PLAN FOR WAVERLY AVENUE BUSINESS

In our panel today the story to be told:

At the corner of Waverly Ave, in between W. 4th St and W. 5th Street a site for proposed new development. First pictured, the site in better times.

Next, graphic of what was to be a proposed specialty food store for the site. That plan is now abandoned.

Next photo a picture of what the site looks like.

Lastly notice from the back pages of the LI Advance from last week. It’s an official announcement that the process now begins anew for development at this site. But this time no food store, retail spaces proposed instead. (Click on photo for details).

Few details are available at this point. Soon there should be more details provided on the village website. All that is really known at this point is that the existing building will be structurally improved and made smaller.

For those interested in this proposed plan, the meeting date is now set for what will be an expected series of meetings to come at the Planning Board and perhaps the Zoning Board too. Might be a new traffic study coming too.

ABOUT THE PRIDE PARADE ON SATURDAY

This Saturday the 4th Annual Patchogue Pride parade is going to be held. If the weather holds up there are already projections that the event will bring thousands of people to the village. In this week’s edition of the LI Advance this is what the paper reported about the expected turnout: “Last year, there was an estimated 15,000 spectators. This year, organizers are expecting between 20,000 to 25,000.”

If the higher projected attendance numbers do occur this means that this event will rival a peak turnout for what has been the largest turnout for street events in Patchogue village in the past, namely Alive After Five.

This ought to be good news as local businesses ought to see a boost to their businesses during the event. And one reason for that is that there have been some changes to the format of the parade. It’s on a Saturday. It’s now a five-hour event. It now has a vendor fair as part of it too.

If the past can provide any lessons, however this large influx of people will also mean that residents ought to expect traffic and parking issues too and they should plan accordingly.

It is for that reason that we recommend to those coming from outside of the village that they use public transportation to attend the parade. The village is well served by both the LI Railroad and Suffolk Bus. Struggling to find parking and navigating clogged streets can be avoided simply by leaving cars behind and walking wherever that option to use public transportation exists

In our panel today we have a pretty good survey of what to expect at the parade from its earliest hours to its end. There is probably more going on than we have been able to locate to publish but what we have today is a good basic view.

It’s a great event celebrating diversity and equality, all should be good at the parade and if it’s as large as its organizers hope, it will be an historic event.

6-8-26 TRUSTEE MEETING VIDEO SUMMARY

Monday the Patchogue Village Board of Trustees met and there is video about that meeting. And in our panel a photo of the Trustee Board in session 6-8-26, Mayor Pontieri center photo presiding
Our take on some of the top items in the video are these and also a bit of explanation for some of the photos in our panel today too.

SEWER PLANT

One top item the village trustees have now voted to begin the bidding process for the expansion of the Village’s sewer plant. It’s present capacity of 800 thousand gallons per day will be expanded to 1.2 million gallons per day. That important because in the next several years there will be some businesses that will be making big demands on the plant: the new medical building for Langone still a work in progress on E. Main St., the mega-apartment house Carriage House project on W. Main St, and one day the new hotel that will be built on the corner of Division St. and West Ave. None of this development would be occurring without expanded capacity at that plant.

For residents, the more hidden good news is, that the upgrade to the plant is also going to include new technology to remove the sometimes-bad smelling odors of the sewage treatment process that waifs into the village from time to time nearby to the plant.

And all these costs are being met by grant funding too relieving sewer users and village taxpayers of extra costs.

UPCOMING PLANNING AND ZONING BD ITEMS

In other news of the meeting, Trustee Susan Brinkman provides some advance information about various applications in the pipeline for both Planning Board and Zoning Board approvals in the months ahead.

In the works are these applications: a new coffee shop on S. Ocean Ave, a new commercial garage and storage facility on the corner of Atlantic St. and W. Main St (work on same pictured today), some issues with the appearance of a building on South St, work now in progress that will have apartments on the second floor with retail businesses on the first floor, and a confirmation from her that the plan for a specialty food store on Waverly Avenue has been withdrawn and new plan for retails shops is expected soon.

ANTI-CRIME MEASURES/FUNDS FOR THE VILLAGE

Lastly, this editor present during the public portion at time stop 52 minutes.

Two sections to those comments, first off, a discussion of a new law mandating businesses to comply with police demands when felony investigations are occurring by the Suffolk County Police. There’s a discussion by Board members about the at present system of 133 video cameras currently deployed in the village to deter crime.

At time stop 55 minutes and 2 seconds this editor then discusses the nearly 9 plus million dollars of state and federal grants, and bond costs paid for by Suffolk County that will be boosting infrastructure of all kinds over the next few years. Mayor Pontieri offers his views on how some of these monies may be leveraged into additional amounts and he discusses the pace of how the money will be spent for some of the projects.

And we don’t have a media report about this last item but it looks like the village will benefit from part of this recently approved item in the County’s capital budget: “CP 5862, Replacement of Corey's Creek and Tuthills Creek Bridges: $3.0 million. This project will fund the inspection, evaluation, scoping and eventual replacement of Corey's Creek and Tuthills Creek Bridges. This project will evaluate replacement alternatives that will upgrade the bridge's structural capacity, remove the load postings on the bridges, and improve the safety of the bridges. (Federal Aid $2.4 million, County Share $600,000)”.

Lastly, we have included a picture of a flyer posted at the E. Main St PM library building. Another reminder of a new service that has just begun. Trustee Brinkman will be at the library to take questions or requests from any village resident for the next several months.

The Patchogue Village Board of Trustees will be meeting today at 6 p.m. at village hall. The agenda for the meeting is online.

Our take: a rather routine agenda but there are two public hearings early on scheduled for the meeting.

“To consider a change of zone from the A-Residence District to the D-1 business District for the property located at 18 East Third Street (SCTM: 0204-008.00- 03.00-014.000), Patchogue, New York. i. Request a motion to approve a resolution appointing the Village of Patchogue as Lead Agency according to SEQRA. ii. Request a motion of a resolution declaring a Negative Declaration according to SEQRA. iii. Request a motion authorizing a referral submission to Suffolk County Planning Commission”.

“To consider an amendment to Section 435-30.1(M) of the Village Code to permit accessory structures in the Arts and Culture District.”

JUST HOW MANY RENTALS ARE IN PATCHOGUE VILLAGE?

Recently a reader asked how many rental units were in Patchogue Village. Instead of responding to that individual reply in our comments section, where the answer will get lost, today some focus on the answer. It’s a frequent question that comes up particularly when apartment projects come before various village boards for approvals.

So, over the last few days we have dug into what information is available, at least so far, to get an answer to that question. But in the end, it’s up to all readers to draw their own conclusions. There are facts that have been found yet not all yet found.

Let’s start with some Census Bureau statistics for the most recent period that is available: 2024

“According to the latest demographic estimates utilizing U.S. Census Bureau data, there are approximately 2,387 renter-occupied housing units in Patchogue Village, NY. Because the Census Bureau tracks "renter-occupied housing units" (households) rather than individual renters, the total number of people renting is calculated by applying the village's household metrics.

Patchogue Housing Breakdown
The housing landscape in the village is split nearly down the middle between owners and tenants:
• Renter-Occupied Units: 2,387 households (44.8% of the village)
• Owner-Occupied Units: 2,938 households (55.2% of the village)
• Total Occupied Units: 5,325 households
Estimated Total Renter Population
With an average Patchogue household size of 2.28 people, the total number of individual renters living in the village is roughly 5,442 people” Note: the above content is AI generated.

Over the past several years various members of the public have done their own research and come up with their own reports about rental units in the village. All of them are unofficial. Below we look at the three most recent studies made by individuals.

SIEGEL ESTIMATE (2023)

Over the years several residents have appeared at various meetings and presented their original research into the issue of available rental units in Patchogue Village. On 12-19-23 the Village Planning Board met to hear an application for the 262 rental unit the Carriage House. In attendance, resident Claire Siegel appeared to speak in opposition to the application. Her main reason for doing so was her feeling that Patchogue Village had sufficient rental housing as is.

In her informal report she identified 1,593 available rental units. Her numbers would not reflect those units not then yet available.
Those would be: the 262 units that would be part of the twin rental buildings will be the Carriage House apartment complex.
An additional 21 units for the already recently opened apartment building on the corner of West Ave. and Division St. that will have 21 rental units. An additional 30 rental units at the Kelly apartment building still be built off Mulford St. and West Ave. And at the new hotel, once built on the corner of West Ave. and Division St. there will be 13 apartment units for rent.

Updating Mrs. Siegel’s numbers accordingly from the above amount a revised court would be around 1,919 rental units in Patchogue Village once construction is completed for most of the rental buildings identified above.

THE MASCIOPINTO ESTIMATE (2024)

It’s 11-18-24 and the Planning Board meeting is meeting but this time the application before it is one for an apartment building to be built off the intersection of West Ave. and Mulford St. A friend of Stephen Masciopinto who cannot otherwise appear, reads into the record a letter of opposition to the application to approve the rental building. He, like Mrs. Seigel, at a Planning Board meeting a year earlier, has his own statistics to provide for the Planning Board.
According to his estimate there are 1,291 rental units available in Patchogue Village not counting rental units in multi-family rental homes.

You can find his listing as detailed in Ms. Phelan’s proxy report to the Planning Board at the video for the link for the meeting. Ms. Phelan’s comments begin at time stop 1 hour, 27 minutes, and 18 seconds.

THE STARKMAN ESTIMATE

It’s 9-2-25, this time it’s the Village Zoning Board of Appeals that is meeting. The subject is the then proposed now approved Kelly apartment building off Mulford St. and West Ave. During the public hearing Neil Starkman questions the need for more rental housing in the village. He has his own research. He concludes that there are 2,328 apartment units in the village available for rent. In addition, he estimates another 1,606 bedrooms are available for rent in situations outside of apartment buildings.

Using his math, he estimates that the number of renters exceeds the number of residents that own housing in a ratio of about 2 to 1. He also projects that gap will only widen in the future when several hundred additional apartment units come onto the market after construction occurs.

In summary

If there is a summary to be made it would be that all these statistics need some fine tuning or boiling down to hard numbers that are reliable. Once true numbers exist then whatever lessons are to be learned for village policies can then begin to be understood.
