WESTLAKE VILLAGE HOA ANNUAL MEETING AND AMENDMENT VOTING
Hello fellow Westlake Village neighbors.
We have noticed that there have been discussions regarding the upcoming proxy vote regarding renting in our neighborhood. To help provide clarification, WLV Board wants to provide information to help. It was brought to the attention of board members that Westlake homes were being rented through AIRBNB and VRBO. Thus, two Town Hall meeting on July 15 & Aug 22 were posted on WLVA’s official page, Web site and signage on Westlake Blvd. Approximately 14 -18 homeowners showed up for each meeting to discuss this topic. From the conversation of these Town Hall meetings this proxy was formed.
First, we would like to address voting by proxy, a proxy is essentially equal to an absentee ballot, each home is entitled to one vote and by submitting this proxy you are allowing the association to record your vote on this amendment only in your absence. The secretary will record the vote as it is written on the proxy, he/she cannot change or alter the vote in any way. We need 2/3 of all homeowners to vote or no action can be taken- make sure you have a voice in the outcome of this amendment.
In an effort to clarify the wording of the amendment please read the breakdown below:

Section a: All lease agreements will be kept on file in the office. All tenants occupying the home must be on the lease.
Section b: Owner must own the home for two years prior to renting it. The only exceptions to this would be for:1) active duty military who are deployed: and, 2) the association in the event we acquire a home through foreclosure.
Section c: All leases will be for single family use. Neither the owner nor tenant can sublet any part of the home to multiple renters.
Section d: Any lease agreement must be a minimum of 1 year.
Section e: Only the homeowner or the tenant can use the amenities not both.
Section f: If a tenant does not follow the association rules, the homeowner is always responsible. Please Note: this is not a change from the current Green Book standards. It is the owner’s responsibility to bring the tenant/property into compliance. This issue would only fall to the association if the owner on record did not follow through with the Green Book standards and would subject to the same process as all other Green Book violations.
