Flagler County, located on the northeast shores of central Florida, is one of the fastest growing communities in the United States of America. Palm Coast, an original project of ITT Community Development Corporation is responsible for the vast population explosion in this area of Florida, thus propelling Flagler County into national prominence. Such rapid and continuous growth motivated eleven int

erested Deltas to explore the possibility of establishing a chapter of Delta Sigma Theta Sorority, Inc. It was the belief of these sorors that such an organization would benefit the local community and also make a significant contribution to the already prevailing efforts of African Americans in the area. Most formal organizations preserve their history by collecting memorabilia and recording major events related to the development and progress of the association, as we reminisce about past happenings associated with the inception of our chapter, we can readily appreciate those persons who contributed information, advice and support to our efforts and at times our struggle to reach our goal. Such confidence and encouragement helped us to focus on our desire to start a local chapter in our immediate area, thereby creating a sense of fraternal identity and tradition and cementing our wish and commitment to serve our community. On December 9, 1995, the Palm Coast-Flagler County Alumnae Chapter of Delta Sigma Theta Sorority, Inc. was officially chartered under the supervision of Soror Deborah C. Thomas, Southern Regional Director with the support of Soror Sharon Lettman-Pacheco, Regional Representative, the late Soror Lottie Donaldson, State Facilitation and attendance by Sorors from neighboring chapters. The impressive ceremony was held at Shoney’s Restaurant in Palm Coast, Florida. The slate of officers were accepted and under the leadership of Regional Director, the newly appointed president, executive board members, and the other members, the new chapter was officially designated as Chapter Number 886 of Delta Sigma Theta Sorority, Inc. The first official meeting was conducted amid the glory of sisterhood. While our membership was small our hearts were full of pride in reaching our goal and full of love that we felt for each other and our new chapter. The fifteen charter members immediately realized that in order to function effectively as a team, they had to collectively pool their abilities and talents and commit themselves to establishing a strong chapter. We developed an ambitious work agenda, one that would absorb the Five Point Program of Delta, i.e. economic development, international awareness and involvement, physical and mental health, political awareness and involvement, and educational development. We began to participate in local functions along with other service-focused organizations as a way of making our presence known in the community. We were embarking on a mission to continue the Delta Legacy. We have become both visible and viable in our community.

It is with heartfelt sympathy that the Palm Coast Flagler County Alumnae Chapter of Delta Sigma Theta Sorority, Inc. extends our deepest condolences to the family and loved ones of our beloved Soror, Rosetta James.

Soror James' presence, kindness, and dedication will always be remembered and cherished by those whose lives she touched.
We ask that you keep her family and friends in your thoughts and prayers during this time of loss. May they find comfort in the love that surrounds them and in the lasting legacy Soror James leaves behind.

In Loving Memory of Kara Rousseau Smith

August 14, 1933 – June 15, 2026

It is with profound sadness that we announce the passing of Kara Rousseau Smith. A devoted member of the Palm Coast Flagler County Alumnae Chapter of Delta Sigma Theta Sorority, Inc., Soror Smith dedicated 75 years of her life to the principles of sisterhood, scholarship, service, and social action.

Her unwavering commitment, wisdom, and grace touched countless lives and left an enduring legacy that will continue to inspire generations to come. Soror Smith was a cherished friend, mentor, and servant leader.
Please keep the entire Smith family in your thoughts and prayers during this difficult time as they celebrate a life well lived.

A Funeral Mass will be held on Tuesday, June 30, 2026, at 11:00 a.m. at St. Elizabeth Ann Seton Catholic Church, 4600 Belle Terre Parkway, Palm Coast, Florida 32164.

In lieu of flowers, memorial offerings may be made to Saint Elizabeth Ann Seton Catholic School or Xavier University of Louisiana.

May her memory be a blessing, and may she rest in eternal peace.

We also hold space for those who are grieving, remembering, or honoring the fathers they carry in their hearts.

Happy !

Today we honor the legacy of the last enslaved African Americans in Texas who were finally informed of their freedom, some two and a half years after President Abraham Lincoln signed the Emancipation Proclamation. It was those people, and the generations of Texans who came after them, who made the bold declaration to celebrate this day, marking a reality we know far too well in this country: freedom may be delayed, but it will never be denied.

Though our fight for freedom sadly continues, today we pause to celebrate and embrace the joy of our ancestors who believed in the possibilities of a more promising tomorrow. And in that joy, we remain anchored, steadfast in our pursuit of true freedom and justice for all.
