📣 THA, TOBA, TOC & KTA Statement on HISA’s Proposed Rules Modifications

Over the past year, our organizations have worked collaboratively with HISA and HIWU to address serious concerns raised by horsemen regarding the Anti-Doping and Medication Control Program.

HISA has now released a comprehensive set of proposed rule modifications that directly respond to many of those concerns—including meaningful changes related to provisional suspensions, contamination considerations, penalty structures, and due process.

We encourage all industry participants to review the proposed amendments and take part in the public comment process, which remains open through January 5, 2026.
