The vision of the H.L Neblett Community Center was expanded to serve as Daviess County's center of cultural development and enhancement while serving the highly diverse population that lives within the low- income and disadvanta

ged areas of Owensboro and Daviess County, Kentucky. Hattie L Neblett moved to Owensboro so that Dr. Neblett could practice medicine. One of his first patients was a teenage boy who was a victim of a gunshot wound. The young man died from his injuries and from then on The Nebletts wanted to do something to help the community and the children who live within that community. In hopes that they could create a safe haven for these children and teenagers. So in 1936, they started what is now known as the H.L. Proud United Way of the Ohio Valley Partner.
