Owatonna School Superintendent Tammy Champa (seated right closest to wall) and Finance Director Mark Stotts (seated left next to Champa) were the guest speakers for the Exchange Club of Steele County meeting Friday morning, Jan. 16, at The Exchange Club Center for Family Unity office in Owatonna. Champa spoke of her career path that brought her to Owatonna. Both Champa and Stotts spoke of the proposal of just over $3.7 million in budget adjustments after the levy referendum vote failed in November 2025. "Budget adjustments are never fun," said Stotts, as the adjustments are trying to keep it away from students and classrooms. In other challenges in the district, Champa said there is an attendance issue in getting students in the classroom, and cited parents as a reason for the present situation. Club members expressed appreciation for the time and information shared by both Champa and Stotts.
