This is why The Kelsey Smith Foundation exists.

Today marks 19 years since 18-year-old Kelsey Smith was abducted and murdered, a tragedy that changed our community forever.

On June 2, 2007, Kelsey walked into an Overland Park Target to buy a 6-month anniversary gift for her boyfriend. She was a bright, joyful Shawnee Mission West graduate with a beautiful future ahead of her at Kansas State University. In broad daylight, a predator followed her to her car and took her life, leaving a devastating void for her family, friends, and everyone who knew her.

Out of this unimaginable heartbreak, Kelsey’s parents, Greg and Missey Smith, fought to ensure no other family would face the same agonizing delays they did. Because of their relentless advocacy through the Kelsey Smith Foundation, the Kelsey Smith Act was created. This vital law requires cell phone providers to quickly share location data with law enforcement if a person’s whereabouts are unknown and there is a reasonable belief they are in danger of harm or death—a legacy that has already saved countless lives across the country.

As we remember Kelsey today:
• Honor her memory by keeping her family in your thoughts and prayers.
• Stay aware of your surroundings and look out for one another.
• Support the mission to keep young people safe by visiting the Kelsey Smith Foundation page.
We will never forget your name, your bright spirit, or the legacy of safety you left behind, Kelsey. Rest in peace. 💙🕊️

Many thanks to Representative Derek Schmidt (KS), who introduced H.R. 7752 in Congress: to amend section 2703 of title 18, United States Code, to require emergency disclosure of location information to law enforcement or a public safety answering point, in other words, a federal Kelsey Smith Act. This has been a long-term effort, and we are excited about this bill!

Yesterday was our day to present at the Prosecuting Crime Against Women and Children in the Digital Age. The presentation was well received and we met some great people. We made some contacts and are looking to get the Kelsey Smith Act going in California! We have an information booth for the rest of the conference.

Greg will be speaking at the Prosecuting Crime Against Women and Children in the Digital Age conference in San Diego, CA, on January 26. This four-day training seminar is designed for prosecutors, investigators, victim advocates, and digital evidence experts. It will cover topics including AI-generated child sexual abuse material (CSAM), high-tech search warrants, stalkerware, sextortion, human trafficking, and the ethical and evidentiary challenges of presenting digital evidence in court. Through real-world case studies—including the Golden State Killer and the Kelsey Smith case- this event is hosted by the California District Attorneys Association.
