Sounds like he was doing everything he could to obey the law by pulling over to deal with his business phone call instead of driving, and these tyrants wanna come along and harass him, and then threaten to violate his rights because he questions their author. These guys are trash they represent everything that is wrong with law-enforcement. At some point we must decide to start training these guys properly to respect the citizens rights and to understand the law they are there to enforce.
