Plenty of Blame To Go Around When It Comes To The TAC and Franke Resignations.

👉 The TAC meetings were sometimes unruly.
👉 Mayor Winfield’s intervention raised questions.
👉 Town Manager Jeff Wilkins revealed confidential information in his repeated blaming of the Commission for Crystal Franke’s departure.
👉 And Economic Development Director Paul Melcher was hardly a bystander.

A larger question is: "What comes next?"

💧 **ORO VALLEY WATER UTILITY REPORTS A STRONG YEAR... IN EVERY WAY** 💧

💰 Revenues exceeded projections.
📉 Expenses came in well below budget.
🚰 CAP water continues to reduce groundwater pumping.
🏗️ Next winter, Oro Valley plans to begin receiving CAP water directly through the new NWRRDS system. This water will be introduced slowly and carefully.
⚠️ Meanwhile, Colorado River reservoirs remain very low—and Oro Valley still does not know what its future CAP allotment will be.

💧 Oro Valley’s water supply was built over decades, not through one project or decision.

🏜️ The Town gradually secured rights to 10,305 acre-feet of CAP water.

🚰 A partnership with Tucson Water finally brought CAP water into Oro Valley’s system in 2012.

🏦 Since then, CAP water has reduced groundwater pumping and helped Oro Valley accumulate nearly 40,000 acre-feet of long-term storage credits.

🤝 It was a team effort involving Town leaders, utility professionals and regional partners.

💧 Oro Valley’s water supply did not become reliable and diverse because of one project or one Town Council.

📉 Before CAP water, every gallon delivered by the Oro Valley Water Utility came from groundwater—and water levels in some wells were falling by approximately six feet a year.

🚰 A failed well, rapid growth and mounting pressure on the aquifer made it clear that the Town needed a different approach.

💧 Lake Powell is again moving in the wrong direction.

🏜️ The reservoir is projected to end the year at about 22% of capacity.

🚰 Oro Valley is not facing an immediate water shortage, but CAP water has become an important part of the Town’s supply.

🏦 A smaller CAP allocation could mean less water stored for future droughts, growth and emergencies.

🔧 NWRRDS will improve Oro Valley’s ability to recover and deliver stored CAP water, but it does not create a new water source.
