Hi All,

So, it looks like Artemis can help us with a “Meet and Greet” for all residents to meet the candidates for the upcoming election for the board of directors. We will be meeting at the mailboxes on Gilford Circle on Thursday, June 18, 2026 at 6:30pm. Bring a lawn chair and ask what you will. All candidates will be given 3 minutes to share why they are running and then it will be opened up for questions. If you want to know what each candidate stands for, then bring your questions to this event.

Annual Meeting Update

There have been a lot of questions swirling around with the upcoming annual meeting and election. Typically, the way things work, is the management company sends out an initial packet which includes an Intent to Run application form. A specific amount of time if given to allow for people to complete the form and submit it to the management company. Once the deadline is passed, the management company then has to process the applications and verify that all applicants are eligible to run. This is followed up by making a copy of all applications submitted, along with the meeting agenda and ballots, which will be sent to every home within Wexford Reserve. This takes typically about a week, but will be mailed out within 30 days of the scheduled meeting on July 8th.

Any candidate can campaign for themselves but no meetings will be sponsored or endorsed by the HOA unless all candidates are invited and they are open to all residents to attend. The HOA is legally responsible to be fully inclusive of all residents. Also, no endorsed meeting should be held at any individual candidate’s home, as to create any type of controversy. No candidate should feel intimidated to attend any event, sponsored or not.

The current board is working with Artemis to hold a sponsored meeting that will be open to all 8 candidates and all Wexford homeowners. This will most likely be held by the mailboxes on Gilford Circle, where the Artemis Meet and Greet was held back in January.

For now, here is a list of the 8 candidates who are running for election, but please be respectful of their time and privacy, as they are not required to disclose anything unless they want to. As mentioned, everyone will get a copy of each candidate’s application that was submitted with plenty of time to review.

Important Notice Regarding Landscape Maintenance

WEXFORD RESERVE HOMEOWNERS

The Board of Directors had initially suspended all landscaping violations until May 1, 2026, and subsequently extended the grace period until June 1, 2026, to allow homeowners additional time to restore and improve their landscaping following recent conditions impacting the community.

Beginning Monday, June 1, 2026, landscaping inspections and violation enforcement will resume in accordance with the community standards.

We kindly ask all homeowners to ensure that their lawns and landscaping are properly maintained, including:

Regular mowing and edging
Removal of weeds
Trimming and maintenance of shrubs and hedges
Removal and replacement of dead landscaping
General upkeep of the property’s appearance
Please understand that discretion will be used during inspections. However, properties showing little to no effort toward improvement after the extended grace period may be subject to violations.

Regarding palm trees, consideration will be given as many palms may continue recovering through the summer and into early fall. However, dead shrubs and plants that have not recovered by this time should be removed and replaced accordingly.

We appreciate everyone’s cooperation and continued efforts in maintaining the beauty and standards of Wexford Reserve.

Just a reminder, if you are interested in running for the Board of Directors this year, you need to submit your application no later than this Friday, May 29, 2026, to be eligible. If you are on the fence about running, better to submit your application before the deadline, as you will not be eligible afterwards. You can always back out if you choose to.

Community Input Needed: Proposed Changes to Governing Documents

To All Wexford Reserve Owners:

The Board of Directors established a new committee to assist with suggestions and ideas for changes to the WRHOA governing documents. They have been reviewing the existing declaration, which any changes will affect all 186 homes within Wexford Reserve. Florida state law requires that every owner has a chance to speak up and be heard, before any changes can be brought forth for a vote. While this committee is still delving through our documents, we wanted to make you aware of the suggestions already brought forth by the committee, as follows:

1.) Adding the “Kaufmann Language” to our current declaration – our declaration was recorded back in 2021 and is “frozen in time” due to the lack of the Kaufmann Language. This means any changes to the state statutes since then DO NOT APPLY currently, and our declaration can be enforced, as it is. Adding the phrase, “to be amended from time to time” would bring our declaration to the current laws and would automatically have to comply with every new change going forward, removing the right to vote on them.

2.) Installation of permanent basketball hoops into the ground, similar to flag poles. Location and product details would need to be defined. This would eliminate the use of portable basketball hoops within the community.

3.) Commercial vehicles allowed in driveways or street.

4.) Storage of items, as long as cannot be seen (meaning out of public view as in behind a privacy fence), to be allowed.

5.) Sheds to be allowed in rear or side yards. Location and details of structures would need to be defined.

6.) Above ground pools to be allowed for homes that have full privacy fences and meet appropriate easement restrictions.



The Document Review committee would like to hear from the community regarding these proposed changes and any other thoughts, ideas or suggestions you may have. If you have any questions or concerns, or would like to suggest something else, please send an email to the committee at [email protected].



The Board of Directors is also actively looking into having a community wide open meeting to be able to discuss these and any other ideas submitted. We would have our legal counsel present to address how these proposed changes, and any others would affect the entire community if the changes are passed and how it would affect us moving forward. Another item we have asked counsel to discuss, is the current legislation, HB657, that has passed the state house but is now with the state senate committees. The members of the board are just volunteer resident laypeople that live here too, so we decided because of the nature of these changes and the sensitivity of some of them, it would be best to have legal representation present.



While we work to finalize this meeting, please take this time to reach out to the committee with your thoughts and ideas. More details will follow once we have them ironed out.

First, I want to sincerely apologize for any recent communication issues or confusion that have arisen in our community. This matter was brought to my attention, and I truly appreciate those who raised it—your feedback helps us improve. I hope this bulletin clears things up and makes it easier for everyone to get the support they need quickly and efficiently.

As your community association manager from Artemis Lifestyles, I am your primary point of contact for all association-related matters. Please direct all questions, concerns, inquiries, maintenance requests, complaints, or other issues through the management company (Artemis Lifestyles) rather than reaching out directly to individual board members.

If you're having any trouble accessing or using the association website (e.g., logging in, viewing documents, submitting requests, or any other tech-related issues), please reach out to me right away—I’m happy to assist personally and walk you through it.

Also, if you have neighbors who aren’t regularly on the computer or aren’t comfortable with technology, please help by sharing my contact information with them. A quick phone call or email to me can resolve most matters without needing online access.

Why route communications through the management company instead of the board? Our HOA board consists of dedicated volunteer homeowners who focus on governance responsibilities, such as setting policies, approving budgets, overseeing finances, and making strategic decisions for the entire community. There is a raccoon wandering around the neighborhood. Last seen at my house at 2104 Raglan Circle. Please do not approach it as it may be rabid. Volusia County animal control has been contacted.
