As temperatures climb and heat advisories are issued across our state, the dangers of extreme weather become especially urgent for neighbors experiencing homelessness.

For those without a safe place to shelter, the summer heat is more than an uncomfortable forecast; it can quickly become life-threatening.

Each of us has a role to play in aiding our community. Learn the signs of heat-related illness, become familiar with local resources, support shelters with critical supplies, and check in on those who may be most vulnerable.

In seasons like these, small acts of awareness and compassion can save lives.

Thanks to our construction partners at GH2, we broke ground at The Harbor on March 24 and are grateful to see our vision coming to life. Located at the site of the former Juvenile Detention Center just west of downtown, The Harbor will be easily accessible to those seeking services.

The size of the property will allow The Harbor to accommodate up to 180 guests per night with 24-hour access, storage, a pet kennel, case management, and housing navigation — all with the goal of transitioning individuals to permanent independence.

Today, we are honored to introduce you to The Harbor. Opening soon as Tulsa’s first low-barrier residential shelter, the facility will serve as a safe night’s rest, a place to belong, and a doorway to permanent housing and lasting transformation.

With 180 beds, on-site meals, a pet hotel, storage, and connection to key housing navigation services, The Harbor will offer our neighbors in Tulsa the dignity, compassion, and support they need to begin again.

The Harbor is generously funded by our friends at the Anne and Henry Zarrow Foundation, the Ruth Nelson Family Foundation, and the Sanford & Irene Burnstein Family Foundation, with support from The City of Tulsa and partners at A Way Home for Tulsa.

As we prepare to welcome our first guests, we'll be sharing behind-the-scenes updates, introducing the people and programs that make this work possible, and providing opportunities for our community to be part of The Harbor's story. Volunteers are an integral part of City Care's mission, helping to cultivate spaces of belonging, restoration, and care for every neighbor who walks through our doors.

Throughout the summer, individuals and groups have gone above and beyond to serve alongside the City Care team. Whether preparing and serving meals, organizing essential supplies at the Night Shelter, serving coffee to guests, supporting our staff, or participating in one of our many daily volunteer opportunities, their generosity has strengthened our work in countless meaningful ways.

Today and every day, we are grateful for each moment of steadfast support and compassion from our community.

Have you heard about our Housing Navigation program?

City Care's Housing Navigators walk alongside our neighbors as they overcome the variety of obstacles that can stand in the way of safe, affordable, long-term housing. This often includes replacing critical lost identification documents like Social Security cards or birth certificates, navigating previous justice-system involvement, reconnecting with supportive family members or friends, and offering practical guidance through each step of the housing and leasing process.

Housing Navigation produces real results. In 2025 alone, 228 neighbors, including 43 families, moved into stable and dignified housing.

Recently, team members Karen and Mishayna went above and beyond for guests at our Norman Night Shelter by hosting a group class that introduced City Care's housing services and provided practical next steps toward housing. By creating space for conversation, questions, and encouragement, they helped our neighbors move one step closer to lasting housing stability.

For our neighbors experiencing homelessness, an interaction with the criminal justice system can be a moment in time when the path to housing stability becomes increasingly difficult. According to experts at the Diversion Hub, returns to jail are often caused by common barriers like lack of transportation, employment, housing, and childcare.

Breaking that cycle of re-entry requires intervention at the right moment, which is why members of City Care's Housing Navigation team are embedded directly at the Diversion Hub. By working together, we're able to meet individuals at a pivotal moment, helping to remove barriers to housing and employment, building connections to critical resources, and creating pathways toward long-term stability.

Today, we remember and honor the life of City Care co-founder Steve Zabel.

From the very beginning, Steve helped shape our organization with incredible compassion and an unwavering belief in the dignity of every person. For more than thirty years, he served our neighbors, preparing and offering breakfast every Wednesday to those in our community experiencing homelessness.

For many, his presence became as meaningful as the meal itself, and he served as a steady reminder that our guests were seen, known, and welcomed.

Alongside his wife, Susan, Steve built a beautiful life raising their three children, Jessie, Matt, and Mason. His generosity extended far beyond what he did; it was reflected in the way he showed up, week after week, choosing consistency and building community.

Steve's work continues to shape who City Care is today. His legacy lives on in every neighbor welcomed with dignity, every meal shared, and every step taken toward lasting stability. We are profoundly grateful for Steve's life, his leadership, and his steadfast service.
