The U.S. Department of Labor has officially responded to Oklahoma's WIOA waiver requests.

While one waiver related to training contracts was approved, the Department did not approve the State's requests to:
• Allow the State Workforce Board to assume the roles and responsibilities of local workforce boards.
• Create a single statewide workforce area.
• Eliminate local American Job Center governance requirements.
• Waive performance accountability and funding timeline requirements.
• Automatically qualify non-registered apprenticeship programs for the Eligible Training Provider List.

In its response, USDOL encouraged Oklahoma to develop a more comprehensive implementation plan with meaningful stakeholder engagement, standardized statewide policies, fiscal and operational readiness assessments, and strategies to ensure equitable access to services across rural and frontier communities before reconsidering portions of the proposal.
One aspect of this process deserves attention: the Department's determination is dated July 20, 2026, yet the letter was not made public until nine days later.
