NEW Blanchard water source.
If Blanchard would run thier pipe across Hyw 1 and out to 12 mile Bayou they could pull all the water they would ever need and not harm anything or anyone.

I can also Shed some light on how Blanchard first decided to tap Caddo for water. Many years ago Blanchard realized water was literally liquid gold and decided the town would go into the business of selling water. This worked so good they soon found they needed a new supply. At the time the attorney of record was the now mayor of Shreveport. He worked at a large firm in the building I operated. He approached me one day and inquired as to who owned the water in Caddo Lake. I told him about the old commission that was no longer in service and the Corp of Engineers governed things built on or around the lake, but no one at that time had say over the water itself. So and I quote " Good we will just take it and beg forgiveness later. " no one seemed to have a problem and that is how Blanchard originally tapped Caddo Lake.

As the former president of this organization for many years I wanted to let everyone know about something few know about. I am not able to make tonight's meeting so I will share it here. When I bought my property in 1996 there was a governing commission that had governing power over the water and property including all feeder creeks in the Caddo basin. This commission was established and empowered by governor Mike Foster. It consisted of 2 people from Vivian, Oil City, Mooringsport, Blanchard, and Shreveport. This group was empowered by the State to over see all things Caddo Lake.
The only thing I know they did was stop a poultry processing plant from opening in North Caddo parish from fears of the pollution from run off into Tiger Branch. Over the years these gentleman, all successful business men let the commission be put on a back burner and failed to meet. The renewal for the group came up during the Bobby Jindahl administration. Some of the members had passed away and the remaining members showed no desire to continue so the renewal expired and the commission was desolved.
We desperately need another commission like this to represent Caddo Lake for the needs of all the local users in a just and fair manner.
