CPEHN appreciates the work put in by leaders in crafting a FY 2026-27 budget that forestalls the worst impacts of Governor Newsom's proposed cuts to immigrant care, but the fight is not over.

While this budget delays the worst cuts, immigrants will still be forced to fight for their lives next year. We will fight alongside them as we hold state leaders accountable for generating the revenues necessary to protect care for all Californians.

One of many cruel cuts in Governor Newsom's May Revise is a proposal to eliminate the Commission on Behavioral Health’s Community Advocacy Program (CAP). At our statewide and bus tour last week, we had the opportunity to speak with two behavioral health leaders in Oakland and Sacramento about the impact the removal of CAP would have on the communities they serve.

Anupama Chapagain (Community Resource Specialist at the Center for Empowering Refugees and Immigrants - CERI) and Hamidullah Hamidy (Program Manager at the Refugee Enrichment and Development Association) both weigh in on how important CAP is in helping them meet the mental/behavioral health needs of their local immigrant communities - and what would be at stake for these communities if funding for the program were to be cut.

Thank you to everyone who joined us on Thursday for our statewide “No Cuts to Care” bus tour to protect and as we draw closer to the deadline for the to be finalized.

Across five different stops, allies, advocates, and community members showed up to help us send a message to leaders Asm. Weber-Pierson, Speaker Rivas, Sen. Pro Tem Limón, and Asm. Gabriel: The final budget MUST prioritize California’s immigrants, older adults, and people with disabilities.

Big round of applause to our statewide and local partners for working with us to make this day of action a reality.

We have just a few days left until the Legislature must pass a budget bill for Governor Newsom’s signature. Stay tuned as we keep up the pressure on our state leaders to create a budget that does not balance the books at the expense of California’s most vulnerable communities.

Earlier this week, CPEHN and our Coalition partners brought together advocates and community leaders from across the state for Advocacy Day 2026, a day of action to defend immigrant health care from the cuts proposed in Governor Newsom's May Revise.

From a morning press conference and march to the Swing Space to an afternoon filled with visits to offices urging leaders to take action to reject the proposal, this was a day full of shared committment to fighting against ANY cuts to care for our most vulnerable communities and fighting for a budget that fully reflects our state’s values.

Our bottom line is simple: Continuing to advance these brutal cuts while the state anticipates higher than average revenues shows that this is not a matter of math but a matter of values. Thank you to everyone who joined us on Tuesday to deliver this message loud and clear.
