This week's California Supreme Court victory wasn't won alone. It was made possible by a broad coalition of legal advocates, scholars, and organizations who believed that equal access to justice shouldn't depend on financial means. Yesterday, the California Supreme Court issued a ruling in FVAP v. Superior Courts of California — holding that courts have a mandatory duty to provide a verbatim (word-for-word) record of proceedings when litigants can’t afford to pay for a private court reporter.
This is a game-changer for low-income litigants across the state, including survivors of family violence, who depend on an accurate record to appeal unjust decisions.

The lawsuit was filed in 2024 by the Family Violence Appellate Project, represented by Covington & Burlington LLP and Community Legal Aid SoCal, and Bay Area Legal Aid, representing itself.

Congratulations to Senator Susan Rubio, FVAP’s Advocate of the Year!

A relentless champion for survivors of domestic violence, Senator Rubio has led groundbreaking reforms in California - strengthening survivor protections, advancing access to justice, and keeping survivor voices at the center of policy.

She is also the author of two FVAP co-sponsored bills: SB 1192 (Reclaim Act) and SB 882 (Keep Courts Safe from ICE Act) (name subject to change), both focused on expanding safety and access to justice for survivors.
