Structural racism drives many health inequities in the United States, and laws and policies have played a major role in shaping unequal access to the conditions that support good health. Because colorblind approaches fail to remedy these harms, it is essential for policymakers and community leaders to understand the legal landscape related to race-conscious policymaking.

Recent court decisions and executive actions have increased scrutiny of efforts to advance racial equity. However, the core civil rights framework remains intact, and many equity‑focused policy strategies are fully lawful. Our new legal primer and webinar are designed to help changemakers develop and implement policies that center health and racial equity.

Policymaking to Advance Health & Racial Equity equips policymakers, public agencies, and community partners with practical and legally-grounded guidance on how to design, implement, and defend policies that promote equity. It explores the legal standards governing equitable policymaking and provides information on how to evaluate legal risks and apply strategies to advance feasible, community-informed solutions. Join us on May 12 at 12pm PT / 3pm ET for a webinar on Policymaking to Advance Health & Racial Equity. This session lays the groundwork for why racial equity matters, offers an overview of the current legal landscape and its implications for health and racial equity, and introduces our new legal primer. This moment is challenging for all of us working in community health — and it calls for care, intention, and strategic action.

In a new blog, CEO Sarah de Guia shares how ChangeLab Solutions is intentionally meeting today’s uncertainty while continuing to advance health, equity, and democracy alongside our partners nationwide. Including:

- Defending the legal foundations of health, equity & civil rights by providing timely legal analysis, practical tools, and direct support to public health and government leaders navigating shifting legal and political terrain.

- Advancing equitable policy implementation through trainings, new resources like our Legal Primer for Policymaking to Advance Health & Racial Equity, and partnerships that strengthen state and local capacity to implement policy with intention.

- Supporting community-driven policy change by centering community leadership, responding to real-time challenges facing nonprofits and local collaboratives, and helping partners adapt and advance equitable solutions in uncertain conditions.

- Identifying innovative legal & policy change opportunities by examining how governance, information, and community power intersect — and investing in collaborative approaches that support participatory democracy and lasting systems change.

How can public health practitioners, policymakers, and community partners better understand and apply public health legal authority in ways that prioritize effectiveness, fairness, and accountability to community priorities?

Our new resource, Public Health Legal Authority for Good, is an actionable collection of laws and policies from a range of US jurisdictions, all related to establishing and exercising local and state public health authority effectively and fairly. It includes links to research supporting the use of these legal strategies to improve public health, based on the efforts of the Act for Public Health initiative.

Improving the social determinants of health is fundamental to the work of health departments, and our new resource Moving from Research to Action: Policy Scans to Promote Community Health can help. It was designed to support public health practitioners in better understanding how to leverage policy scans to support the identification, assessment, and prioritization of policy options in collaboration with community partners, to ensure that everyone has a fair and just opportunity to lead a healthy life.

This resource draws on our work conducting policy scans in collaboration with national organizations and government partners, featuring stories from the Douglas County Health Department (DCHD) in Nebraska. We hope that this resource will help public health practitioners understand how they can use policy scans as a tool to promote community health.

This year as we celebrate Pride Month, we are lifting up the power of resistance. We are celebrating the history of the collective strength of LGBTQ+ communities, and standing together against the myriad actions of the current federal administration and states that are attacking our communities, including the Supreme Court's recent decision upholding a state ban on gender-affirming care.

To help meet the needs of public health practitioners and advocates working to protect LGBTQ+ communities, ChangeLab Solutions and the Act for Public Health partners have released a FAQ and companion webinar. We give an overview of federal actions affecting LGBTQ+ communities, discuss the legal challenges they face, and offer strategies to help public health practitioners navigate the federal landscape.

Finding ways to act, to resist, and to uplift LGBTQ+ communities puts the Power in Pride. We stand in solidarity with everyone facing discrimination as they seek to live full, healthy, and joyful lives.
