Council of UC Staff Assemblies (CUCSA)

Council of UC Staff Assemblies (CUCSA) CUCSA is the Council of University of California Staff Assemblies. CUCSA is comprised of two delegates from each of the UC Campuses.

We work to address staff issues and promote better conditions for everyone across the entire UC system. They meet once per quarter at a different campus to discuss and address staff issues.

Join CUCSA for a discussion of this year’s workgroup findings and recommendations, and engage directly with workgroup chairs and members. This is your opportunity to learn more about the issues affecting the University of California community and the work CUCSA has undertaken this year.

✨ CUCSA Alumni Spotlight ✨

Meet Austyn Boutte, CUCSA alum and Managing Director of the Center for Analytic Political Engagement at UC Merced.

Austyn leads with a guiding belief: take up space in rooms that feel uncomfortable, and lead with confidence, kindness, and courage. She values building relationships and creating space for others to grow and succeed.

Rooted in California’s Central Valley, Austyn grew up on her family’s farm and continues to live and work there today as a fifth-generation family member, helping raise the sixth generation while tending crops, animals, and launching a specialty poultry business.

At UC Merced, she found purpose in building something new through CAPE, supporting students as they pursue internships, careers, and professional growth. She also gained valuable perspective through CUCSA, engaging with systemwide leadership and strengthening staff advocacy across the UC.
From farm life to university leadership, Austyn’s journey is grounded in service, growth, and impact.

✨ Staff Spotlight: Krystal Gonzales ✨

Krystal Gonzales, Staff Assembly Delegate with 6 years at UC Merced, brings heart, pride, and a deep sense of community to everything she does. 💚

She believes in lifting others up—encouraging, supporting, and sharing knowledge—because helping others grow is just as important as your own journey.
A proud mom of five boys, Krystal values the family-centered culture at UC Merced. As a newer campus, she says it truly feels like home thanks to the strong sense of connection and support.

Krystal first got involved as a volunteer for the staff picnic and was also a scholarship recipient, which helped support her education. That experience inspired her to become more involved and join the team.

She takes pride in being surrounded by such dedicated individuals, finding daily inspiration in the community around her.

✨ CUCSA Spotlight: Kelli Breland ✨

Kelli Breland, Talent Development Specialist and Staff Assembly Delegate, brings 14 years of passion, creativity, and community to UC Merced.

She lives by the idea that growth doesn’t always mean climbing higher—sometimes it means shifting directions to find what truly fits. 💡

When she’s not supporting professional development, Kelli is coaching her daughter’s 8U travel softball team—where her daughter proudly plays catcher, just like she did. 🥎

After 20 years on campus, Kelli still calls UC Merced home, drawn to its kindness, collaboration, and the people who make it such a special place.

Joining Staff Assembly as Communications Chair gave her a creative outlet—and quickly led to an executive leadership role that became one of her most meaningful professional experiences.
