Bay Area Parent Leadership Action Network (PLAN)

Bay Area Parent Leadership Action Network (PLAN) Bay Area Parent Leadership Action Network develops the leadership and builds the power of parents to transform schools for student success.

Founded in 2004, PLAN empowers parents to transform schools so that every child gets an excellent education. Our vision is for every student to graduate high school ready for college, career and life. Informed, active parents are essential to making this vision a reality. Every parent wants their child to succeed in school. But not all families feel welcomed as partners in their children’s educati

on. PLAN works to create pathways for families to become strong leaders and advocates for their children. PLAN engages parents through training, organizing and campaigns. Our trainings give parents the tools they need to be active in their child’s learning, our organizing connects families who are transforming schools, and our parent-led campaigns challenge and change systems that aren’t working for our kids. By building parents’ leadership and organizing for safe, healthy and equitable schools, PLAN supports parents as we improve conditions for learning at the school site, district and state levels so that schools are 100% Engaged.

Every school is required to have a School Site Council, or SSC. The SSC is made up of equal numbers of school staff (teachers, principal, and other staff, such as the school secretary) and parents or community members. At the high school level, students must also be included.

The SSC monitors the implementation of the school site plan for student achievement, evaluates the results and modifies the site plan as needed. This includes how certain funds are spent (the school budget).
The members of the site council must be elected by their peers. For example, parents must elect the parent representatives and teachers must elect teachers. However, all parents are encouraged to participate in the SSC meetings, regardless of whether they are voting members.

The SSC evaluates how the school is doing and creates a plan for improvement. Plans might include purchasing new textbooks, hiring new staff, developing a parent outreach strategy, and so on. Because school budgets are limited and many funds can only be spent in certain ways, there are always tough decisions to make.

All schools in California are required by law to have school site councils, reach out to your principal to get more information about your school's SSC. Read more about SSC's here:
