On May 4th-8th, the National Network for Immigrant and Refugee Rights (NNIRR) will join global partners and international organizations at the United Nations Headquarters in New York City for the 2026 International Migration Review Forum (IMRF). The IMRF assesses progress on the Global Compact for Safe, Orderly and Regular Migration (GCM) and is where civil society will push for migrant human rights.

This report emerges from a collective research initiative undertaken through the NNIRR’s Fall 2025 internship program, in which independent research projects were synthesized into a unified policy analysis under the guidance of organizational leadership.

Abolish ICE - end the occupation of Minneapolis, no more unaccountable masked agents violently destroying our neighborhoods, abolish the immigrant detention and deportation machine
