Just days after the 2026 election, leaders from across California’s aging and disability network will come together at the 2026 C4A Conference: Future Forward: Leading the Aging and Disability Network.

As policies, priorities, and funding decisions evolve, this conference will provide an opportunity to connect, learn, strategize, and help shape what comes next for older adults, people with disabilities, caregivers, and communities across California.

The (IFF) is how California decides how to share funding with local agencies that provide services for older adults. These agencies, called Area Agencies on Aging (AAA’s), provide services like:

• Meals (congregate & home-delivered)
• Home visiting
• Long-term care ombudsman services
• Caregiver support
• Adult day care

The State, through the California Department of Aging (CDA), is updating the IFF. The updated formula considers changes the percentage weight of the following factors:

• Age (60+)
• Low Income
• Racial/Ethnic Minority
• Disability
• Geographic Isolation

𝐖𝐡𝐲 𝐓𝐡𝐢𝐬 𝐌𝐚𝐭𝐭𝐞𝐫𝐬 𝐢𝐧 𝐂𝐨𝐧𝐭𝐫𝐚 𝐂𝐨𝐬𝐭𝐚 𝐂𝐨𝐮𝐧𝐭𝐲:

Contra Costa County’s Area Agency on Aging serves more than 39,000 older adults a year.

Based on CDA’s proposed formula change, Contra Costa County would see a 13% reduction ($770,057) in funding.

This could mean 124,202 fewer home delivered meals for seniors already receiving services.
Other essential services could be cut, and our network of community-based organizations could see substantial reductions in funding.

Over the last two days, AAA leaders from across California came together to collaborate, problem solve, and think boldly about the future of aging and disability services. The conversations were thoughtful, honest, and forward-looking — all centered on strengthening support for older adults, people with disabilities, caregivers, and communities across the state.

Thank you to the membership who helped make these two strategic planning days productive and meaningful.
