The 2024 Independent Audit (ACFR) along with the companion Auditors Management Report gave Jefferson an 'Unmodified Opinion'—the highest rating possible. The auditors found a 0% transaction error rate and zero material weaknesses. The report specifically praises the district for 'scrupulously' finding efficiencies through shared services and in-house repairs. The 'financial stress' isn't from mismanagement; it's from the millions state aid cuts and Highlands Act restrictions that prevent tax base growth - all to protect the state's water supply.
