Norwich, April 15 1861

Sir
I beg leave to assure you that the Government and citizens of this state are loyal to the national union, that they appreciate the efforts you are making to hold and possess the property of the United States and will be happy to render any service in their power to enable you to enforce the laws.

Our General Assembly will convene on the 1st day of May and any communication which you will make relating to your purposes which may require our cooperation I shall be happy to receive and will hold such communication in as much confidence as the nature of the case will admit.
