A. To review and inform our members about federal, state, and local levels of government motorcycle legislation and to promote favorable motorcycle legislation regarding the following:

Insurance
Licensing
Modifications
Bans
Restrictions
Emissions
Noise levels


B. To improve road condition thus making road

s safer for motorcyclists. Alerting the D.O.T. of dangerous roadway conditions. To help prevent accidents through education. Promote motorcycle awareness programs for all motorists. Promote rider education course for motorcyclists. To work towards insurance reductions though motorcycle rider education and lower motorcycle accidents. To promote positive community relations. Active participation in activities benefiting the common welfare of the community. Active participation in events sponsored by/for charitable organizations. To promote political involvement of motorcyclists. Informing members how elected or appointed government representatives voted on legislation affecting motorcyclists. Encouraging members to register and vote. Encouraging qualified members to run for public office. Encouraging members to write their representatives at federal, state, and local levels, on all issues concerning motorcycles: Favorable or Unfavorable. Attending motorcycle events and distributing information on current status of motorcycle legislation. Report on elected officials at all levels of government who approve or disapprove of said legislation. To act as an information source to help discrimination against motorcyclists. F. To act as a legislative liaison between motorcyclists and government authorities, police departments, government agencies, insurance companies, and other organizations. G. To report and discourage biased news reporting of motorcyclists. H. To present and promote a better public image of motorcyclists. Keeping ABATE of NY, Inc. Sponsored events orderly and peaceful.

Motorcyclist Advisory Council Being Established!

Monday morning, after nearly two years of delay, the U.S. Department of Transportation (USDOT) announced the initial steps to establish the Motorcyclist Advisory Council (MAC). In November of 2021, Congress passed, and President Biden signed the Infrastructure Investment and Jobs Act. Included in the law was reformation of the MAC.

The MAC will coordinate with and advise the Secretary of Transportation, the National Highway Traffic Safety Administration (NHTSA) Administrator, and the Federal Highway Administration (FHWA) Administrator on transportation issues of concern to motorcyclists, including motorcycle and motorcyclist safety; barrier and road design, construction, and maintenance practices; and the architecture and implementation of intelligent transportation system technologies.

As stated in the announcement, “The MAC seeks to have a fairly balanced membership with expertise in motorcycle and motorcyclist safety, highway engineering, and safety analysis.” Of the 13 seats open on the MAC, “One shall be a representative of a national motorcyclist foundation.” The Motorcycle Riders Foundation looks forward to putting qualified candidates forward to fill not only this designated seat but other seats on the board as well.

The MRF would like to thank all lawmakers in Washington D.C. who fought for the creation and establishment of the MAC. Special thanks to the 13 Members of the House of Representatives who sent this letter to USDOT in May.

The MRF will share more news on the MAC, its membership, future hearings, and findings in the coming months.

Industry Veteran, Bob Kay, Leads Independent Motorcycle Aftermarket Council

The Motorcycle Riders Foundation (MRF) has formed a council to review the challenges of independent motorcycle dealers and custom bike builders so they may be addressed by the MRF lobbyists in Washington, DC. “We are pleased to have Bob Kay lead the Independent Motorcycle Aftermarket Council, stated Kirk ”Hardtail” Willard, Bob’s firsthand experience over 5 decades will be invaluable to focusing the efforts of our lobbyists.” The recent focus on internal combustion engines is threatening the future of independent motorcycle dealers and custom bike builders to provide alternative service centers as well as servicing older bikes and customization projects. Bob Kay said, “I am extremely proud of the team we put together to focus lobbyists on our right repair and modify with the input we receive from the Independent Motorcycle Aftermarket Network.” The Independent Motorcycle Aftermarket Council chaired by Bob Kay membership includes Keith Ball from Bikernet, Chris Callen from Cyclesource Magazine, Scott Hakins from S&S, Steve Broyles from Stevenson Cycles, John Jessup from Dream Rides, Jason Hallman from Cycle Stop USA and John O’Brien of Hardcore cycles.

Our Voices were Heard !!!!!

H.R. 1435, the Preserving Choice in Vehicle Purchases Act Passes the House!

On Thursday, September 14th, the U.S. House of Representatives passed H.R. 1435, the Preserving Choice in Vehicle Purchases Act, with a final vote of 222 to 190. H.R. 1435 would amend the Clean Air Act to prevent a ban on the sale of internal combustion engines, effectively trumping any state law that prohibits their sale. 214 Republicans were joined by eight Democrats in favor of the bill, while no Republicans voted against it.

The Republican majority in the House of Representatives has been pushing back on policies supported by the Biden Administration and Democratic state governments aimed at restricting the sale of internal combustion engines. As Thursday’s near party line vote demonstrates, this has become a highly partisan issue. The focus now turns to the Democrat controlled U.S. Senate. That chamber has a companion bill, S. 2090. That bill, with just 10 Senate cosponsors, faces an uphill battle.

Nevertheless, the action by the House today demonstrates that some lawmakers have heard the concerns of their constituents regarding the government-sponsored push towards electric vehicles.
