To secure resources to prepare residents of North Versailles and surrounding communities to compete in a global economy. The Sankofa Bird from the African culture symbolizes the need for building our future, while remembering our past. Citizens Against Domestic Apartheid (CADAprograms) was founded in 1990 by Dr. Janis C. Brooks (Ph.D.) as a result of several incidents of extreme police brutality in the historic African American community of Crestas Terrace in North Versailles, Pennsylvania. Dr. Brooks was a forerunner. Most organizations were not focusing on nor addressing police brutality issues. Residents, young and old, male and female, witnessed:



1) A young man beaten by a police officer and forced to walk to the squad car with his pants around his ankles (Maryland and Palma Avenues).



2) A young female forced to the ground and handcuffed because she verbally disagreed with what she had seen. She required medical assistance. Her baby, who was being held by her grandmother, witnessed this.



3) Police officers at the end of a dead end street (Milligan Avenue) surrounded a young man who was forced to lay prostrate on the ground, handcuffed, with a shotgun to his head. The police officer’s foot was on the young man’s neck.



4) Youth being chased throughout the community by police officers with weapons drawn. Despite repeated requests by the community for assistance from several political entities, no assistance was provided. Acts of violence of this nature were commonplace in South Africa but were not expected to be tolerated or witnessed in America, thus the name of the organization. The name was changed in 1993 to Citizens to Abolish Domestic Apartheid to stress and to highlight that full societal access and social equity is guaranteed to all regardless of race, creed, color, gender, or age. The organization continued to focus on education, social justice issues, and family preservation. The reality for many of America’s minorities and poor falls short of the ideal presented as an inalienable right. It is CADAprograms assertion that inclusiveness of all individuals and the acceptance of diverse cultures are essential in embracing the commonality of all individuals. The premier After-School program began in 1995, and the stellar Summer Camp program in 2000. In 2017, the organization restructured and changed the name to: Children and Adults
Developmental Agency Programs, maintaining the acronym ‘CADAprograms.’ After several moves and renovating the property of others, Dr. Brooks and the Board of Directors stepped out on faith and purchased two double wide trailers. Others were saying that it could not be done and yet, it was, including installing a commercial kitchen to continue providing meals to the children and seniors. Today, we are involved in providing services ranging from food security, health care information, educational services, and social services programming.

On May 19, 2021, we went to Lowe's Home Improvement and spoke with Anthony Macintyre who provided a “Detail Expectation Sheet.” Anthony is no longer with Lowes. He was professional and helpful. We will not go into the number of people that we have spoken with at Lowe's Home Improvement. The Case File should have the documentation. From the very beginning, Nathan the installer was unprofessional. He missed our first scheduled meeting and laughed when we called to inquire about his failure to come on site.

When he arrived for the initial inspection we were told that the tiles that we selected were not the correct tiles for the floor and that we should use planks. In fact, the tiles that we selected were commercial tiles and the warranty was for 20 years, the same as the planks. The issue was that the tiles we selected would take longer to install. We returned to the store and requested our original order.

On July 30th, 2021, Nathan and the installers arrived at approximately 9:00 A.M. and began work at approximately 9:30 A.M., when we left the building with the children for a field trip. The crew was worked beyond capacity.

Based upon the alarm system, the crew was still in the building at 1:00 AM on Saturday, July 31st, 2021.The hallway was not done as requested, and we have multiple boxes of tiles left so there was no reason for the hall not to be done. The Lowes sheet that we saw listed the hallway as “Haul Way,” which may or may not have accounted for the confusion. Additionally, the hall way needs to be completed.

On Saturday, when we returned to the building, we were infuriated when we saw the office dumpsters over flowing with trash and the pallets were laying on the ground. We have provided the documentation. We phoned Lowes and provided the information and requested that they immediately empty the dumpsters and pick up the pallets. The dumpsters were emptied and the pallets were left beside the dumpster.

The only attempt to address this issue regarding installment of the tiles, was when we received a call stating that someone would be out the next day at 8:00 AM to inspect. Our response was that “We are not open until 10:00AM and someone can come up until 3:00 PM.” When the children are onsite no one can enter unless they are a parent or guardian or have the required clearances by Allegheny County. There was no additional follow up.

We have tried to resolve this issue with Lowe's Home Improvementwith no success. Please help us and share our story so that we can get our voices heard.
