God funds what He authorizes. When God gave Moses the blueprint for the Tabernacle (Exodus 35–36), He also stirred the hearts of the people to give. Provision didn't have to be chased—it was awakened. So much came that Moses had to say, "Stop giving." Calling releases provision when God is the source.
