MEET Mayor Wayne Messam of the city of Miramar

Mayor Wayne Messam of the City of Miramar is a first-generation American, born to Jamaican parents. Raised in South Bay, Florida, he is a lifelong athlete who proudly attended Florida State University on a full scholarship where he excelled both on and off the football field. Mayor Messam was a member of the 1993 National Championship Team member, under coach Bobby Bowden and had a brief stint in the National Football League as a Cincinnati Bengal. A highlight for him was when the FSU Black Alumni Association named him “Student of the Year” in 1996 for his exceptional accomplishments as a student-athlete. He graduated from FSU with a bachelor’s degree in management information systems in 1997.

A Licensed General Contractor and LEED-Accredited Professional, Mayor Messam is a prominent professional in the construction industry. His company, Messam Construction, is one of the fastest-growing minority construction management firms in Florida building projects in the Education, Aviation, and Healthcare Sectors. Mayor Messam and his wife of 25 years, Angela Messam, CGC, LEED AP, BD+C, have three adult children, son Wayne II and twin daughters Kayla and Kyla. They have been residents of Miramar for over 23 years.

Mayor Messam was first elected to the City Commission in 2011 and in 2015, he was elected Miramar’s first Black Mayor. He is serving his third term as Mayor of the City of Miramar and is also the current President of the Florida League of Mayors and a National Trustee of the African-American Mayors Association. Under Mayor Messam’s leadership, Miramar has undergone a significant transformation. With a population of nearly 150,000 residents, the City has been recognized as a Smart50 and an All-America City.

Miramar has been twice-recognized as having one of the nation’s fastest-growing economies with a boom in the affordable workforce and senior housing. The city has become a magnet for Fortune 500 companies - bringing jobs to the community and reducing the unemployment rate to 2.4%. Miramar’s recent growth and expansion sit on the foundation of a 2013 Revenue Bond that was created and led by Mayor Messam. This leadership during the recession provided the funding needed to construct the LEED Gold Certified Police Headquarters, Historic Miramar Public Safety Complex, Miramar Amphitheater, Shirley Branca Park Bandshell, Adult Daycare Center, Fire Station 107, and new and upgraded parks citywide. Because of his vision, Miramar has built facilities that have made Miramar a destination for entertainment, expanded storm drainage, modernized public utilities, increased public safety projects and improvements, and continues to work towards building a cleaner, smarter future. His priorities focus on workforce development and housing, Electric Vehicle Infrastructure, youth programming, and wealth creation for our residents and corporate entities.

Mayor Messam has dedicated himself to his residents through health and wellness programs like free yoga classes, an annual 5K run & health fair and he has driven interest in aviation and technology for children of all ages through his annual Aviation Expo.

Mayor Messam is a proud member of Alpha Phi Alpha Fraternity, Inc., Sigma Pi Fraternity (Boulé), and 100 Black Men of South Florida. He worships at The Fountain Church and serves there as a deacon. Through hard work and dedication to residents and businesses alike, the City of Miramar’s most recent successes are a reality due to the leadership and vision of Mayor Wayne M. Messam.

Prinston Jean-Glaude is the CEO and Co-owner of Primary Medical Care Centers, which are now Five community clinics, operating in North Miami, Miramar, Lauderdale Lakes, Pompano Beach, and West Palm Beach. Along with his wife, Edwige, they also own and operate two home health agencies located in Miami Lakes and Miramar, Florida.

Born and raised in Les Cayes, Port-Salut Haiti, a young Prinston Jean-Glaude came to the United States to take advantage of the educational and economic opportunities available in this country. He did just that by earning multiple degrees: an associate's from Miami-Dade College, followed by a bachelor’s in Health Science Administration from Florida International University (FIU), a master’s in Information Technology from Barry University, and a Global Healthcare Executive Program Certificate at Harvard University. Before embarking upon his entrepreneurial pursuits, Prinston worked his way up the corporate ladder and became the Lead IT for Wachovia Bank in the State of Florida in the Capital Market Department for almost ten years.

As a Christian, who is deeply rooted in faith, Prinston Jean-Glaude is driven to give back as much as he can to his community, both here in Florida, as well as back home in Haiti. Through his partnership with several non-profit foundations, thousands of people in underserved communities in Haiti receive medical supplies, toys, and monetary donations annually. Through their free community events throughout the year, here in South Florida, such as their Mother’s Day Celebration, Father’s Day Celebration, Thanksgiving Turkey Drive, Annual School Backpacks Giveaway, and the Seniors’ Holiday Giveaway. Mr. Nick Decius has always been recognized as diligent and hard-working that has a love for connecting with others. His roots take him back to the City of Port-De-Paix where he was born and raised. However, most of his teen and early adult years were spent in the city of Port-Au- Prince, Haiti. No stranger to hard labor, Nick worked faithfully at the front desk of a hotel while in Haiti. Upon migrating to the city of Miami, he hit the ground running. Remaining in the Hospitality industry, he quickly found a job at a local IHOP where he started as a busboy and then rose to become their Head Chef. A nearby Denny’s caught wind of his talents and recruited him as an Assistant Manager and Cook Trainer which eventually led him to obtain a role as a Chef at Palmetto Hospital.
While assuming his new leadership role Mr. Decius enrolled in courses being offered at Miami-Dade Community College where he discovered his love for photography. Due to the limitation of courses offered at the time, he wasted no time enrolling at the new institution making its way to the City of Miami, Lindsey Hopkins Technical College. Then he earned his Bachelor of Arts Degree in Photography. Today, a tireless journey has led him to become the Founder & CEO of Nick’s Photo Studio, which has been in existence for the past 38 years.

While overseeing two studio locations and providing for his beautiful wife and children, Mr. Decius has partnered with and served as a mentor for young men through the 500 Role Models Project which is now formally known as the 5000 Role Models of Excellence Project. His love for mentoring the children and youth also led him to serve as PTA president for four years at Arch Creek Elementary School; where he raised money to fund activities for the students. Mr. Decius has also served as a Board Member for The Tools for Change Organization for over 20 years and has recently been elected as Board Secretary. He was featured in the Miami Times as the only Certified Minority Business in the city of Miami, recognized by Sun Sentinel, Miami Times, and Miami-Dade County as Minority Business of the Year, has been selected and named Business of the Year in 2003 by the Gamma Alpha chapter of Alpha Kappa Alpha Sorority, Inc., and completed his certification to become a Part-Time Adult Instructor at North Miami Senior High.
He has been blessed to travel all over the world attending countless photography seminars where he was named an official member of the Professional Photographers Guild of Florida. He also attended courses specializing in Wedding Photography at Winona International School of Professional Photography and was awarded the International Senior Photographer for the Class of 2010 by the Senior Photographers International Corporation. Amongst these great achievements, Nick Decius has also been proud to be recognized by the North Miami Police Department for outstanding service in the community and is thankful for the partnerships he has with local politicians such as Congresswoman Frederica Wilson, where he is known as the photographer for her campaign, the late Dr. Ingraham, and many others. Although his biography is still being written, Nick Decius hopes to leave a footprint that will impact many generations to come.

MEET Dr. BEVAN HUGH EARLE “THE BROADCASTER”

On a balmy June 1st day, Bevan Hugh Earle, affectionately known as “The Duke of Earle” was born in the Parish of St James, a little district about ten (10) miles from the beautiful City of Montego Bay. During these formative years, he started off attending Sunday School, and from there, he attended Spot Valley Basic School and completed Mt. Zion for All Ages.

After leaving school, Bevan was always with his Mother, whom he was very close to as a boy. His mother was a Higgler selling food in the Sugar Cane field in Spot Valley St James. Fondly, Bevan shared that his Mother always carried him everywhere she went: work, church, and the market, all around Jamaica. Bevan was like a handbag to his Mother, always with her, always important to her.
At an early age, it was clear that Bevan Hugh Earle was a hard worker. He helped his mother shave the ice and serve the drinks to customers. Also, he sold raspberry, a very sweet fruit, mangoes, guinep, sweet sap, and any other delicious fruits he could pick on their property. Bevan also aided his father with raising and tending to pigs, goats, and chickens. In the absence of running water to the house, Bevan carried water to the house for a variety of family uses. While perhaps not always easy, Bevan remembers those days and the lessons learned fondly.

After leaving Mt. Zion All Ages School, Bevan joined the Army, The Jamaica Defense Force, where he spent about five (5) years. This experience served as his first job. While rough at times, and discouraging at others, Bevan refused to give in and give up, he refused to quit. This is when Bevan really began to appreciate the power of perseverance and purpose; this is when he learned the true value of hard work and stick-to-itiveness. While he wanted to walk away, he just could not. Eventually, he did leave and instead enrolled in the Jamaica Constabulary Force where he became a Police Officer. He remained there and served for almost nineteen (19) years.

For Bevan Hugh Earle, becoming a Police Officer was the best decision he has ever made. When reflecting on his life, Earle credits the Jamaica Constabulary Force for molding him into the man he is today. For him, the training he received was like any university that now exists in today’s world. Being a Police Officer exposed one to all kinds of things; the good, the bad, and the ugly. Bevan acknowledges the graduating class of 1972 at Mobile Reserve for impacting his life. His core values, leadership skills, personal resiliency, emotional intelligence, sense of ethics, and commitment to serving and supporting the greater good are all rooted in his experiences at the Jamaica Constabulary Force.
Sports have always been a major aspect of his life, particularly cricket, and football. He was elected twice as Vice-President of the St James CC and served as Vice-President on the Jamaica Football Federation Branch Board for two successive terms under the Leadership of Wesmore Thomas and Sunny Vassell. He remains an avid sports fan to this day.

After resigning from the Jamaica Constabulary Force, he migrated to South Florida where he did odd jobs and was able to garner a skill as a “Window, Doors and Store Front Installer.” Earle still enjoys this work tremendously and is proud that he attained a skill once he left Jamaica. As fate would have it, his path crossed with one of his Police Academy Instructors, Don Pollack, a man who had taught him in a Police Training school in Jamaica. This time, Po**ck introduced Bevan to Radio Broadcasting. Po**ck called another of his good friends to assist Bevan, a brotherly friend named Calvin Shaw, who was a well-known Broadcaster on both major radio stations in Jamaica.

This was the beginning of a new journey for Bevan Hugh Earle. With the help of Calvin Shaw, and Pollack’s introduction to Ray Hooper, the General Manager of WAVS RADIO 1170 AM, Bevan was able to secure some airtime on WAVS Radio. Sadly, the Jamaicans that were there at WAVS and in some cases, still there, were extremely selfish, and they would not show him anything or share any information with him. Unfortunately, they wanted him and any newcomers to fail, it was like a “Dog eat Dog world,” extremely competitive. Without question, the lessons Earle learned on the Jamaica Constabulary Force became even more valuable in his personal growth and career journey.

With the help of Don Pollack, Calvin Shaw, and the great Ray Hooper, Bevan was able to weather the storm, although he was told by a present Radio Personality that he would not last as long as a Snowball. This was a lesson to him, and one he shares with others. “You cannot allow naysayers to put doubt and fear in your mind and spirit. You must trust yourself. Hold onto your dreams and stay focused on your goals. In this life, people for various reasons will say things intended to derail you and deny your success. Do not allow that to happen, instead, use their words and even their negativity as spiritual fuel to keep you inspired. Press on regardless”

Today, Bevan Hugh Earle is much more than a Snowball. With hard work and dedication, he is now a highly successful radio broadcaster. His shows, Hot Talk and Exposure air on WAVS Radio 1170 AM and 107.9 FM six days a week, adding value to the community, and bringing a lot of benefits to the advertisers and listeners. The creation of “The Caribbean Voice Newspaper” came from the radio programs, a once-a-month publication that carries a cross-section of news from all perspectives.

With a strong love for his homeland, Bevan hosts an annual sojourn “Jamaica Homecoming” trip for those who have never been to Jamaica, those who want to experience Jamaica with him, and others who love “the yard.” At Sandals and Beaches Resorts Property, the best in the Caribbean, In addition to these annual trips, Bevan Hugh Earle conducts a wide range of charitable activities for youth and families in South Florida, and in communities in Jamaica, most of all the Annual Christmas Back to School Treat with Sandals Foundation and contribution of Back to School supplies from the listening audience.
Bevan is also the founder of The Jamaica National Flag Day Celebration which is a free event and is held on every 6th, of August for the past 13th years, The event is Sponsored by Broward Meat & Fish, Sandals & Beaches Resorts, Jamaica Tourists Board, Jamaica National Money, and Frasers Property and Adjusting, and the Annual New Year’s Eve broadcast to his homeland Jamaica.
Over the years, Bevan “the Duke of Earle” has received an Honorary Doctorate of Letters, Proclamations from two Governors, Keys for Service to Broward County, the IRMA Award and Top Show 2013, and most importantly, “The Jamaica Diaspora Change-Maker Jamaica 50th” presented by Governor General Sir Allen, among a host of other awards. The Duke says his family keeps him doing what he loves best and is always ready to help those that need help wherever he goes!!

Woody Clermont is an Assistant City Attorney with the City of Miami Beach City Attorney’s Office in May 2022. Mr. Clermont serves as one of the City’s Municipal Prosecutors. As such, he is responsible for the prosecution of criminal violations of the City's code of ordinances before the County Court in and for Miami-Dade County, Florida.

Prior to joining the City of Miami Beach, Mr. Clermont served as a Medicaid Fair Hearing Officer with the Agency for Health Care Administration. Before his service with the Agency for Health Care Administration, Mr. Clermont was an Economic Analyst and Legislative Director with the Board of County Commissioners for Miami-Dade County serving in District 9 under Commissioner Kionne L. McGhee, Esq. Mr. Clermont also served as an Assistant General Counsel in the Office of the General Counsel for the Eleventh Judicial Circuit of Florida for over a decade. In this capacity, he doubled as a Staff Attorney for the Judiciary, providing judges and the courts with procedural and substantive legal advice regarding the disposition of Family, Probate, Civil, Criminal, Appellate, and Complex Business Litigation cases. Mr. Clermont received a “Going the Extra Mile” (G.E.M.) award from the Eleventh Judicial Circuit in 2012, for his work on cases under which the Governor signed a death warrant, and for which final Rule 3.851 motions and petitions for postconviction and collateral relief were brought by prisoners on the eve of ex*****on.

Prior to his work with the Eleventh Judicial Circuit, Mr. Clermont served for many years in the State Attorney’s Office for Miami-Dade County (SAO11), working as a County Training Attorney (CTA) for the Jail Division, an Assistant Chief (AC) of DUI and Traffic Prosecution for County Court, and a Division Chief (DC) in the Juvenile Division handling all Juvenile Sexual Battery prosecutions. In the Felony Divisions, Mr. Clermont served as a C, B, and eventually, A prosecutor, handling armed robberies, armed sexual battery cases, armed drug trafficking cases, and homicide prosecutions.

Mr. Clermont has served on the Florida Bar Traffic Court Rules Committee and the Florida Rules of Judicial Administration Committee. Mr. Clermont has written legal articles published twice by the Florida Bar Journal and the St. Thomas University Law Review, Nova Law Review, the Freedom Center Journal, the Appalachian Journal of Law, the Pittsburgh Journal of Environmental Public Health, and the T.M. Cooley Law Review.

Mr. Clermont also serves his community with dedication as a proud lifetime member of the Omega Psi Phi Fraternity, Incorporated. He is admitted to the Florida, New Jersey, and New York Bar.

Jean Jules Fils-Aime was born in St-Louis Du Nord, Haiti where he completed his primary studies. After that, he went to The College “Les Normaliens Reunis” in Port-au Prince where he completed his secondary studies. He graduated in 1983 from the Institut Superieur Technique d’Haiti with a degree in Civil Engineering.
He worked for several years in the Department of Public Works, then left Haiti to settle in Miami.

In Miami, he went on a different journey, and became an entrepreneur by opening his own business: “Au Bon Gout Restaurant” which opened its doors in July 2010 – Since then, the restaurant has become one of the favorites among the restaurants that exist in the city of North Miami.

As a way to give back to the community that has given him so much, Jules Fils-Aime donates Food to Health Organizations during their community initiatives, especially, Health Fairs. He also helps the organization Les Nord-Louisiens en action with donations to benefit youth projects. Jules Fils-Aime is married and he is the father of 3 children.

MEET PRINCE ARNOLD KUFULULA of The Republic of Congo

Prince Arnold Kufulula, also known as the Wolf of Congo, is an African Royal, World Leader, Author, Entrepreneur, Speaker, and Philanthropist who embodies the epitome of African excellence.
As a beloved husband and prince, the Wolf of Congo still organizes his time to perform official duties and engagements, representing The Democratic Republic of Congo, as a royal ambassador of Congo. He holds patronage with select charitable organizations, including the We Love Congo, and Focus Congo helping with funding, infrastructure development, social housing, and social responsibility projects with Royalty Noire for orphanages and abandoned children of war.

Prince Arnold Kufulula’s “The Wolf of Congo” welcomes being a loyal advocate for his beloved Congolese people, but being a leader has not always come easy. The Wolf of Congo was born and raised in the capital city of Kinshasa. He grew up in the Batandu area, a poverty-stricken area, with his single-mother Micheline. Though the Wolf of Congo was first in the line of succession and heir apparent to the Congolese Bapindi Kingdom throne, he was not made aware of who he was (a prince), until the age of 18 as declared by his grandfather and former King of the Bapindi Kingdom, Lambert Kabamba.

The Wolf of Congo endured several challenges, including being an exiled homeless prince in America. While being homeless he realized many helpful lessons such as he should not rely on family money, who his true friends were, who genuinely loves him, how people’s mindset always relates royalty to wealth, and having absolutely no pity on his personal circumstances.

The Wolf of Congo is honored that he experienced these lessons as they helped him experience a mindset shift pushing him to be great, became humble, and “bring wolf out from the forest,” with more passion for succeeding with his life mission and life purpose. Coming from wealth, he now knows that money is not everything. Being a 5th generation monarch of the Bapindi Kingdom, the essence of his royal pedigree has undoubtedly played a role in his pursuit of African excellence. That said, his humility is rooted in the modesty of his beginning, a polarizing reality that makes him living proof that big dreams come true in Africa for anyone who believes.

Prince Arnold Kufulula, also known as the Wolf of Congo, is an African Royal, World Leader, Author, Entrepreneur, Speaker, and Philanthropist who embodies the epitome of African excellence.

As a beloved husband and prince, the Wolf of Congo still organizes his time to perform official duties and engagements, representing The Democratic Republic of Congo, as a royal ambassador of Congo. He holds patronage with select charitable organizations, including the We Love Congo, and Focus Congo helping with funding, infrastructure development, social housing, and social responsibility projects with Royalty Noire for orphanages and abandoned children of war.

Prince Arnold Kufulula’s “The Wolf of Congo” welcomes being a loyal advocate for his beloved Congolese people, but being a leader has not always come easy. The Wolf of Congo was born and raised in the capital city of Kinshasa. He grew up in the Batandu area, a poverty-stricken area, with his single-mother Micheline. Though the Wolf of Congo was first in the line of succession and heir apparent to the Congolese Bapindi Kingdom throne, he was not made aware of who he was (a prince), until the age of 18 as declared by his grandfather and former King of the Bapindi Kingdom, Lambert Kabamba.

The Wolf of Congo endured several challenges, including being an exiled homeless prince in America. While being homeless he realized many helpful lessons such as he should not rely on family money, who his true friends were, who genuinely loves him, how people’s mindset always relates royalty to wealth, and having absolutely no pity on his personal circumstances.

The Wolf of Congo is honored that he experienced these lessons as they helped him experience a mindset shift pushing him to be great, became humble, and “bring wolf out from the forest,” with more passion for succeeding with his life mission and life purpose. Coming from wealth, he now knows that money is not everything.
