Saline County, Arkansas — The Saline County community is grieving the tragic loss of a teenager who was killed by a pack of dogs she had been caring for — a heartbreaking incident that exposes the urgent need for comprehensive animal welfare reform in Arkansas.

These were not wild or intentionally aggressive animals. They were formerly strays, being fed and cared for by well-meaning individuals who were doing what they thought was right — trying to help in the absence of any meaningful support or system to manage the crisis. But in a state with no consistent laws to regulate breeding, no state-funded shelter network, and a severe overpopulation problem, the burden too often falls on everyday Arkansans. And sometimes, it ends in tragedy.

This devastating loss is part of a larger pattern of neglect. Across Arkansas, communities face mounting challenges due to unchecked breeding, a lack of spay/neuter access, and underfunded or nonexistent shelter systems. Stray dog populations are growing, and local governments are left with little to no resources to respond.

We are calling on our state leaders to confront this crisis with the seriousness and urgency it demands.

We demand:

- Statewide regulation of dog breeding and ownership to prevent unchecked reproduction and neglect.

- State-funded, accessible spay and neuter programs to reduce the stray population.

- A comprehensive, statewide shelter system to ensure every county has the tools to respond humanely and effectively.

- Emergency support and training for counties overwhelmed by ongoing stray dog problems.

The Arkansas Animal Welfare Alliance stands ready to work hand-in-hand with lawmakers, agencies, and community leaders to develop practical, effective solutions. We are prepared to offer data, connect legislators with frontline experts, and help craft legislation that addresses the root causes of overpopulation and neglect. This is not a partisan issue — it’s a public safety, public health, and moral imperative. We urge our elected officials to join us at the table and take meaningful steps toward lasting change.

This young girl’s death was preventable. Let it be a wake-up call — not just for Saline County, but for the entire state. We must act now to ensure this never happens again.

We are overwhelmed. There are too many unwanted animals and not enough resources to meet the demand. CARE is working day and night to meet the needs of our community but we desperately need your help now more than ever.

With 20-30 requests a day, it is impossible for us to take all or even most of the animals we are contacted about but where possible, we always try to help, especially when owners or finders are willing to temporarily foster. There is so much being done behind the scenes every second of every day and it never feels like enough.

So yeah, we are asking for help.

The most pressing need we have is for fosters, even if you can only foster for a few nights it makes all the difference. Every dog that needs a foster is indicated on the adoption page on our website. We provide food, kennels, beds, toys, and training support. It's ok if you work 9 hours a day. Our dogs can be kenneled and they will be so happy just to be in a home with people who care. Not everyone can foster, but there is so much more that you can do.

We need donations. Our costs per animal far outpace adoption fees. Paws at the Net is coming up fast and we desperately need sponsors so we can continue our work. You can be a court sponsor for only $100 and there are many other options available. We also need in-kind donations for our daily operations. We also need volunteers for everything. We need caseworkers, we need dog-handlers, we need event help, yardwork and cleaning, administrative tasks, we even need people to video, photograph, and promote our adoptable pets. No one can do everything but everyone can do something!

There is so much more I could write about our needs, future plans, and the challenges that face all rescues and shelters in Arkansas right now but this is the bottom line...we need your help and we need it now. Please foster, please donate, please volunteer, please spay/neuter.
