Very important!

Free meals don't end when school is out for the summer! Summer Eats is a Massachusetts statewide summer program that provides free-of-charge meals to all kids and teens, ages 18 and under. Kids and teens may eat at any Summer Eats location.

Glad to see that most towns are making this work. It's not a panacea for the housing crisis, but every bit helps.

At least 67 communities have approved zoning they think will meet the law’s requirements, and roughly 50 of those votes have come in the last couple of months. Still, the opposition movement is gaining some momentum.

We are grateful that the North Andover Town Meeting handily passed the MBTA Communities Act zoning.

We'd like to thank all of those who stayed for close to five hours to see this through. The debate was largely civil and substantive - we appreciate that we could disagree agreeably.

We are thankful that with this aspect of zoning behind us, we can continue the conversation about the housing needs of our residents.

Members of the public had ample opportunity over the past two years to advocate for changes to the plan or suggest alternate locations if they didn’t like the ones chosen. Meetings were publicized and community input was strongly encouraged. The majority of feedback received on the plan put forward was favorable. Both the planning board and the select board have unanimously recommended a "YES" vote on Article 28 .

A "YES" vote on Article 28 allows North Andover to satisfy the requirements of the law, and remain eligible for grant funds. (In recent years we have received over $6 million in these types of grants.)

If and when a proposal comes in to build in the areas chosen, the Planning Board will have the ability to review it. The zoning allows for UP TO 1,365 units, however, proposed projects could result in less than the maximum due to dimensional, economic, and environmental factors.

Compliance with the law is not optional. In response to the mandate, our Select Board and Planning Board, with the guidance of professional consultants, chose locations they believe would be the best suited to accommodate housing and least disruptive to the surrounding area. Refusal to comply could cost us this opportunity to have a say in where it goes.

There is a small group of people falsely claiming that the Article 28 vote is for/against a "mega-development". A strange claim to make when there are currently NO PROPOSALS to develop on the properties in question, and no guarantee that there ever will be. What is guaranteed: If Article 28 fails to pass, the town will take a major financial hit and taxpayers will be stuck with the lawyer's bills.

* North Andover will no longer be eligible for state grants. (In recent years the town has received over $6M in these types of grants)

*The town will potentially be subject to prosecution by the Attorney General (see: Milton, MA). The cost of litigation will fall to North Andover taxpayers.

*In the likely event the Attorney General wins and the town is forced to comply, the state may choose a zoning area without our approval.

Town Meeting is next Tuesday, May 14th at 6:30 p.m. at N.A.H.S.

Article 28 is a zoning bylaw amendment that the Select Board and Planning Board are recommending favorable action (a "YES" vote) on. If approved, Article 28 will put North Andover in compliance with state law.
