The Norfolk Council for Family Empowerment was first formed in 1990 to address the increase in the number of child abuse cases being reported to Social Services Agencies. The Council consists of concerned individuals in the Norfolk community representing health, mental health, education, ministry, community action agencies, and concerned citizens. We are active in raising awareness of child abuse

and neglect through seminars, conferences, health and service fairs, public service announcements, billboards, community events and newspaper articles.
