Honoring a Rare & Historic Contribution to Steelpan

Mosaic Steel Orchestra proudly recognizes the extraordinary contributions of our Founder and Director, Dr. William Anthony Hailey.

Dr. Hailey founded Mosaic Steel Orchestra, the only documented U.S. steel orchestra that is African American–founded and African American–led, community-based, and independent of academic institutions and Caribbean immigrant associations.

His work has extended to the international stage. Dr. Hailey is widely recognized as the first African American musical arranger to arrange for a conventional steel orchestra in the Trinidad & Tobago National Steel Band Panorama, arranging for Cordettes Steel Orchestra (Eastern Region), Foster Road, Sangre Grande, in 2017 (Medium Category – Conventional Steel Band).

Dr. Hailey is also the founder of the Virginia International PANFest (est. 2003, Virginia Beach, VA), helping expand cultural awareness and appreciation of steelpan traditions throughout the region.

Through artistic excellence, education, and cultural stewardship, Dr. Hailey’s work continues to shape the evolving presence of steelpan within African American community arts practice.

We celebrate this remarkable legacy and its continuing impact.
