We couldn’t agree more. Thanks Jackie Jackson Glass for your leadership of this effort. We are your friends and neighbors and we love Norfolk.

We did what we could with no press, no money and no public leaders willing to step out for the cause.

We faced untrue accusations about who we worked for, personal threats and insults. We were called racists, white saviors, Trumpers and Karens.

We were truly a community effort that mirrored the make up of this fine city.

Thanks to all who fought with us to defend her.

Today’s informational post relates to the topic of sovereign immunity. Sovereign immunity provides a government with protection from civil lawsuits and criminal prosecution. As a refresher, the Pamunkey Tribe are a sovereign nation. In the contract for the casino development, the Pamunkey retain all rights to sovereign immunity except for paying taxes. So what does this mean exactly? Well, it would be like us telling Canada what to do. Because states don’t have jurisdiction over another country, our Department of Environmental Quality cannot regulate the contaminated site unless the Pamunkey consent. A patron that slips and falls cannot sue. An employee asserting civil rights violations will not have a voice. This is not merely a corporate shield; this provides many opportunities for abuse. How is this good for our city or our citizens? Vote No.

Today’s slice of data comes from the JLARC study. The casino boasts that it will be great for tourism? Only 9% of visitors will be coming from out of state. According to a 2015 study, that’s only a small fraction of what is needed to create new net revenue. Basically they’ll just be shuffling local money into the pockets of the developers instead of existing businesses. Vote No.

“No one should look to casinos to revive cities, ‘because that’s not what casinos do.’So explained the project manager for a new Wynn casino rising near Philadelphia. He’s right, but it has taken a surprisingly long time for city governments to acknowledge a fact that was well understood by the 19th-century Americans who suppressed gambling in the decades after the Civil War.

The impact of casinos on neighboring property values is ‘unambiguously negative,’ according to the economists at the National Association of Realtors. Casinos don’t encourage non-gaming businesses to open nearby, because the people who most often visit casinos do not wander out to visit other shops and businesses. A casino is not like a movie theater or a sports stadium, offering a time-limited amusement. It is designed to be an all-absorbing environment that does not release its customers until they have exhausted their money.”

No one should look to the gambling industry to revive cities, “because that’s not what casinos do.”

An excerpt from the state study on gaming reveals that the median wage for a casino will be $33,086. 58% of the jobs will make $33,086 or less. And that’s in 2025 dollars.

That’s $9214 BELOW the City’s median. Vote No.
