We are pleased to announce the recipient of ABFM's 2026 Michael Curro Student Paper Award: Sewon Kim, O'Neill School of Public and Environmental Affairs at Indiana University.

Sewon is being honored for her paper, “Managing Performance or Building Capacity? State Interventions in Local Financial Management.” The Curro Award Committee, chaired by Yu Kelli Shi, believes that Sewon’s manuscript is a very strong research work, incorporating methodological and analytical rigor and clear contribution to the field. The committee also believes Sewon’s use of single audits, an understudied area in the ABFM community, is a key strength, laying out the groundwork for future research.

We are honored to announce the recipients of ABFM’s 2026 Best Book Award: Zach Mohr, Martha Kropf, Mary Jo McGowan, and JoEllen V. Pope, for their publication, A Republic If You Can Afford It: How Much Does It Cost to Administer Elections (Cambridge University Press, 2024).

This book provides an in-depth review of the understudied area of election costs. Reviewing 48 of the 50 states in the U.S., the authors provide “an important, innovative, and exceptionally timely contribution to the study of public budgeting and election administration.”

We are pleased to announce the recipient of ABFM's 2026 Scholarly Engagement Award: Whitney Afonso, Albert and Gladys Coates Term Professor and Professor of Public Administration and Government, The University of North Carolina at Chapel Hill.

Dr. Afonso is being honored for her commitment and balance of considerable, rigorous research along with noted and extensive collaboration and engagement with public budgeting and financial management practitioners. Along with being a frequent instructor for professional development workshops and courses offered through the UNC School of Government, she is the editor of "Budgeting for North Carolina Local Governments," which is now in its 2nd edition and serves as a fundamental and comprehensive resource for counties and municipalities across the Tar Heel State.

The leadership of the Association for Budgeting & Financial Management is pleased to announce the appointment of the Maxine Goodman Levin School of Public Affairs & Education, Cleveland State University, as ABFM’s new Secretariat, effective July 1, 2026. Dr. Tatyana Guzman, Associate Director and Professor with the Levin School, will serve as Director of the Secretariat.
