Job Title: Legal Caseworker
Location: Alqosh, with regular field visits to Telesqof and Shekhan District (including Mamrashan Camp)
Working Hours: Part-time, 4 hours per day (11:00 AM – 3:00 PM), Monday to Friday
Contract Type: Fixed-term, renewable based on performance and funding
Reports to: Program Manager

Position Purpose
The Legal Caseworker will support vulnerable individuals — including IDPs, returnees, refugees, and host community members — to access civil documentation, legal information, and justice mechanisms. The position focuses on case management, outreach, awareness raising, and coordination with local authorities and partners. The Legal Caseworker ensures that all legal assistance is confidential, rights-based, and aligned with humanitarian protection standards.
Key Responsibilities
1. Legal Case Management and Assistance
• Conduct initial legal intake and assessment of beneficiaries seeking help with documentation, property disputes, family law, or residency issues.
• Provide individual legal consultations, including guidance on procedures for obtaining or replacing ID cards, birth/marriage certificates, or other civil documents.
• Support the preparation and follow-up of cases referred to courts, civil registry offices, or DOLSA.
• Maintain strict confidentiality of all client files and information.
• Identify and escalate complex cases to the Legal Officer for advanced support or referral to specialized services.
2. Legal Awareness and Outreach
• Conduct community legal awareness sessions on topics such as civil documentation, housing/property rights, and protection laws.
• Participate in mobile legal aid outreach to remote areas and camps together with the legal and PSS teams.
• Work with community paralegals and volunteers to expand reach and promote legal empowerment.
• Assist in developing simple, easy-to-understand legal materials in Arabic or Kurdish, and Syriac.
3. Coordination and Networking
• Liaise with local authorities, courts, police, mukhtars, and other NGOs to facilitate legal services and referrals.
• Attend local protection or legal coordination meetings when assigned by the Program Manager.
• Strengthen community trust through transparent and respectful communication.
4. Documentation, Reporting, and Accountability
• Maintain detailed and secure case files and service tracking logs in line with data protection standards.
• Submit weekly and monthly reports summarizing outreach activities, case statistics, and emerging legal trends.
• Contribute to MEAL data collection and assist in capturing beneficiary feedback for project learning.
• Ensure all activities comply with NISHA’s code of conduct, safeguarding, and confidentiality policies.
5. Support to Community-Based Structures
• Help identify and train community paralegals, providing ongoing mentoring and supervision.
• Encourage participation of women, youth, and persons with disabilities in legal awareness events.
• Assist in linking beneficiaries to psychosocial support when stress or trauma impacts legal follow-up.
Qualifications and Experience
Required:
• Bachelor’s degree in Law, with a valid license to practice law in Iraq and KRI
• Minimum 3 years of experience in legal aid, case management, or human rights work (preferably within NGOs or legal clinics).
• Strong understanding of Iraqi legal frameworks related to civil documentation, family law, and property rights.
• Excellent communication and interpersonal skills, with the ability to work sensitively with diverse groups.
• Fluency in Arabic and/or Kurdish (knowledge of Syriac is an asset).
• High integrity and commitment to confidentiality and ethical practice.
Preferred:
• Experience working with IDP or refugee populations in Nineveh or Duhok governorates.
• Familiarity with mobile legal aid operations and humanitarian protection principles.
• Computer literacy (Word, Excel, case management databases).
Working Conditions
• Based in Alqosh Office with frequent travel to Telesqof, Shekhan, and Mamrashan Camp.
• Regular fieldwork and meetings with local authorities.
• Standard working hours: 1:00 PM – 5:00 PM, Monday to Friday (occasional flexibility required).
