本會以聯繫海外台灣鄉親，協助成立各地城市鄉親關懷會，並以時間銀行觀念，建立 Time Bank關懷時間儲存系統，建立海外台灣鄉親關懷健保系統，照顧到所有海外台灣鄉親為最終目的。

關懷與照顧鄉親長輩子弟，並在將來利用關懷銀行，來接受所儲存的關懷點數(愛心天使幣)。

讓海外的灣鄉親有一個，可依靠，可相信，可得到幫助的一個系統，
並密切配合觀念相同的社團，互相配合互相合作。

本會堅持三不一沒有之原則不得改變
( 不談政治、不推宗教、不論投資。)
( 沒有會費。)
