This law affects every State law enforcement agency. Thanks Dover Police for explaining it so clearly. Maybe you should help write some laws?

🚨 YOU MAY SOON NOTICE A CHANGE IN OUR ARREST POSTS AND PRESS RELEASES. 🚨

On October 21st, House Bill 59 will take effect that changes Title 11, Section 1913. This law will significantly limit what the Dover Police Department and all Delaware agencies can tell you about people we arrest.

HB 59 received its final legislative approval during the early-morning hours of July 1, on the final day of Delaware’s 2026 legislative session.....just before 3:00 a.m. 🤔

Under the new law, police generally cannot release the name or photograph of an adult charged with a crime unless:

🔹 The person is charged with a felony, AND
🔹 Releasing the person’s name or photograph is “necessary to protect the public’s safety.”

🤔 There’s a problem: The bill does not define what “necessary to protect the public’s safety” actually means and that can vary depending on how the law is interpreted.

So, when you begin seeing our arrest releases with fewer names, fewer mugshots, or less information, please know that it isn’t because we suddenly decided you deserve less information.

For years, the Dover Police Department has used press releases and social media to keep our community informed about crime, arrests, wanted persons, and public-safety concerns. This will also impact our friends in the media whose reporting will also be affected. We will continue releasing the limited information Delaware law allows us to with hopes that changes are made in future legislative sessions that provide clarity.

🗳️ Whether you support this change or oppose it, we encourage you to stay informed about legislation that affects your communities and public safety and make your voices heard through the democratic process as well as contact your local legislators and voice your opinions whether you agree or oppose this new law.

Officer Seiber represented the very best of our profession a life dedicated to serving and protecting others. His loss is felt far beyond the Philadelphia Police Department and throughout our entire law enforcement family.

A fitting way to honor a fallen brother.

In honor of Officer Shane Seiber of the Philadelphia Police Department , 100 memorial bracelets are being provided for his family and agency.

Police Officer Shane Seiber was shot and killed while responding to a disturbance call in West Philadelphia, near the 100 block of North 52nd Street at approximately 1:00 am.

Shortly after midnight, officers were called and dispatched to a complaint of a person wielding a gun from a residential porch. Upon arriving at the home, the suspect fired at the officers as they stepped onto the porch. Officer Seiber and a fellow officer were struck multiple times before the suspect fled down a nearby alley. The officers were transported to Penn Presbyterian Medical Center, where Officer Seiber succumbed to his wounds.

The suspect was apprehended after a search and neighborhood lockdown; charges are pending.

Officer Seiber was a United States Air Force veteran and had served with the Philadelphia Police Department for 10 years. Survivors include his wife and two children.
