You see ALICE every day — but you might not know it.

Workers who are ALICE (Asset Limited, Income Constrained, Employed) care for children, check out groceries, cook meals, and help with everyday banking needs. Even beyond the workplace, ALICE shows up for our communities across civic, social, cultural, religious, and recreational spaces. And yet, ALICE struggles to get by, with income above the Federal Poverty Level but less than the cost of basics in their counties.

Deb Dingus and Cory Stutes celebrated the Community Shelter Board’s 40th year of providing housing-focused services to Franklin County and the Central Ohio region.

This milestone reflects four decades of dedicated leadership and collaboration, helping individuals and families achieve housing stability through the coordination of community resources and services.

Shannon TL Isom, CEO of CSB, attests that homelessness and housing affordability is a daunting task for any individual organization to handle; the personnel and capital required is complicated enough. That is why we are excited to partner with CSB and apply their expertise to develop a coordinated response system to address homelessness in Licking County. By coordinating our efforts, we can shorten waitlists and end the homelessness cycle for many individuals and families.

The 2026 State of ALICE Report is now available!

Across Ohio, financial hardship looks different from one county to the next. But in every community, households are working hard and still struggling to afford the basics.

That’s why the data matters. ALICE households with income above the poverty level are still unable to afford the basics for their family. The data paints a more complete picture of financial hardship statewide.

And that picture helps local leaders and organizations respond with data-driven solutions that will benefit every community.
