「From Civic Space to Global Action: STUF Interns in Dialogue with CIVICUS」 CIVICUS: World Alliance for Citizen Participation

STUF United Fund's New York office interns met with CIVICUS, a global alliance dedicated to strengthening citizen action and civil society worldwide, for a dialogue on civic space, youth participation, and access to UN processes.

The conversation covered CIVICUS's monitoring of civic space conditions across countries, and how its UN Hub connects research with advocacy — through sustained engagement with member states, strategic interventions in UN processes, and coordination among civil society organizations. The team shared its 2026 priorities, including HLPF and the post-2030 SDGs conversation, CSW, and the General Assembly, alongside initiatives such as UNmute Civil Society and 1 for 8 Billion.

Interns also explored how youth networks gain access to ECOSOC and HLPF spaces, the role of the UN Youth Office and Major Group for Children and Youth, and the ongoing questions surrounding AI, transparency, and legitimacy in multilateral decision-making.

STUF looks forward to continued exchange with CIVICUS on youth-led global engagement.

世台聯合基金會紐約辦公室實習生團隊與 CIVICUS 進行交流。CIVICUS 是致力於全球公民行動與公民社會發展的國際聯盟,長期監測各國公民空間狀況,並透過其 UN Hub 將研究與倡議結合,推動與會員國的持續對話、於聯合國各項機制中進行策略性介入,並協調公民社會組織之間的聯繫合作。

會中,CIVICUS 分享 2026 年的工作重點,包括高階政治論壇(HLPF)與 2030 年後永續發展議程的討論、婦女地位委員會(CSW)及聯合國大會,並介紹 UNmute Civil Society、1 for 8 Billion 等倡議行動,說明公民社會如何在多邊場域中爭取更具實質意義的參與空間。

實習生亦就青年網絡如何取得經社理事會(ECOSOC)與 HLPF 的參與資格、聯合國青年辦公室及兒童與青年主要群體(MGCY)的角色,以及人工智慧發展、財務透明度與多邊決策正當性等議題交換意見。

STUF 期待未來與 CIVICUS 在青年培力與國際參與領域持續交流合作。

🌍 From Data to Dialogue: Learning from International NGOs at the United Nations

STUF interns recently had the privilege of engaging with two international NGOs, gaining valuable insights into sustainable development, global governance, and the role of civil society at the United Nations.

We were honored to welcome Dr. David Livert from the Society for the Psychological Study of Social Issues (SPSSI), who introduced the UN system and shared a data-driven analysis of the SDGs through the latest SDG Indicators. His session highlighted the ongoing challenges facing goals such as No Poverty and Zero Hunger, emphasizing the importance of evidence-based policymaking.
Our interns also met with Ms. Dorothy M. Davis from the Congressional Black Caucus Institute (CBCI). As fellow CoNGO members, STUF and CBCI exchanged perspectives on youth engagement, inclusive representation, and the role of civil society in advancing global cooperation.

A key takeaway from both sessions was that achieving the SDGs requires not only data-driven analysis, but also meaningful dialogue. These inspiring exchanges encouraged our interns to broaden their global perspectives and strengthen their commitment to creating a more just and sustainable future.




🌍從數據到對話:與國際 NGO 交流,從不同視角認識聯合國

STUF 實習生有幸與兩個長期參與聯合國事務的國際 NGO 交流,從永續發展、全球治理,到公民社會在聯合國中的角色,收穫了許多不同的觀點與啟發。

首先,我們很榮幸邀請到 Society for the Psychological Study of Social Issues(SPSSI) 的 Dr. David Livert 與實習生分享交流。他從聯合國的核心架構談起,並透過最新的 SDGs Indicators(永續發展目標指標),帶領大家以數據了解全球 SDGs 的推動現況。分享中,他特別提到 SDG 1(終結貧窮) 與 SDG 2(消除飢餓) 等目標仍面臨不少挑戰,也讓大家重新思考,如何透過數據與實證分析,更全面地理解永續發展的進展與困境。

此外,實習生也與 Congressional Black Caucus Institute(CBCI) 的 Dorothy M. Davis 女士 展開交流。身為 Conference of NGOs(CoNGO) 的共同成員,STUF 與 CBCI 分享了對青年參與、公民社會及全球合作的觀點。Davis 女士也分享了 CBCI 在推動族群平等、青年培力,以及提升 歷史悠久黑人大學(HBCUs) 參與聯合國事務等工作的經驗,讓大家看見多元代表性對全球治理的重要性。

透過這些交流,STUF 實習生不僅拓展了國際視野,也更加體會青年與公民社會在全球議題中的重要角色。期待未來持續透過跨國交流與合作,將所學轉化為實際行動,為永續發展貢獻一份力量。

【STUF Interns participated at the GCTF Forum】

STUF United Fund interns attended a forum under the Global Cooperation and Training Framework (GCTF), hosted by the Taipei Economic and Cultural Office in New York (TECO).

The GCTF provides a platform for Taiwan and its international partners to exchange experiences, strengthen cooperation, and address issues of shared global concern. Through this event, the interns gained a deeper understanding of the challenges and opportunities surrounding Taiwan’s participation in the international community, as well as the importance of cross-border partnerships in advancing sustainable development.

The experience broadened the interns’ perspectives on international affairs and encouraged them to consider how young people can contribute to Taiwan’s continued engagement with the global community.

【Junior Diplomat 🌍 Day 3 Highlights ✨】

Day 3 of the "Junior Diplomat" Summer Camp has successfully wrapped up! The day began with our junior diplomats’ inspiring visit to TaiwanICDF財團法人國際合作發展基金會. In the afternoon they transformed into journalists and learned to distinguish misinformation and the skills of “5W1H”. Let’s take a look at today's wonderful highlights! 👇

🏛️ Field Trip to a Foreign Affairs Agency:

This morning, participants stepped outside the classroom once again for an immersive visit to the TaiwanICDF! In the first session, Mr. Chen, Deputy Director of the Technical Cooperation Department, kicked off by sharing his personal experiences as a Youth Overseas Service in Central and South America. Through his storytelling, students gained deep insights into the international aid projects driving TaiwanICDF’s efforts across allied nations, discovering how Taiwan leverages technical expertise to assist partner countries and demonstrate the true value of international cooperation. 🤝

In the second session, led by Mr. Chang, Assistant Specialist of the Technical Cooperation Department, participants engaged in "Mission Taiwan, Go!"—a board game created by TaiwanICDF. By stepping into various roles and executing project tasks, students explored the essential resources and potential challenges embedded in diplomatic development projects, fostering valuable skills in perspective-taking and problem-solving. ✨

🗺️ Conversation with a Taiwanese Journalist: The World of Diplomacy Through the Lens
In the afternoon, our instructor, Jia-Ying, started the class by sharing firsthand experiences as a diplomatic reporter covering stories abroad. Later followed by a series of engaging news analysis exercises, where participants quickly applied what they learned to identify the key 5W1H elements in media coverage and distinguish objective facts from personal opinions. 🗣️

Taking it a step further, Jia-Ying guided students through complex cases of misinformation and altered photos. Participants learned to critically evaluate details, trace clear sources, and verify facts through solid evidence. To wrap up the workshop, teams joined forces in a simulated "Presidential Return Press Conference," putting their 5W1H skills into action as sharp student reporters asking key questions! By the end of the session, participants not only mastered how to spot fake news but also honed their ability to ask meaningful, structured questions. 💡

「小小外交特派員」暑期外交培訓營來到第三天,一早便啟程前往參訪機構 TaiwanICDF 財團法人國際合作發展基金會,下午則當起小小記者大展身手,一起來看看今天的精彩課程回顧吧!👇

🏛️ 參訪外交相關機構:TaiwanICDF 財團法人國際合作發展基金會(後簡稱國合會)

上午學員們再度走出教室,前進國合會進行實地參訪。上半段的課程中,透過技術合作處 陳俊儒副處長 從過去曾赴中南美洲擔任外交替代役的親身經歷開始,學員們深入認識了國合會在各個友邦所推動的國際援助計畫項目,了解台灣如何運用專業技術幫助其他國家,以及展現國際合作的價值。🤝

而在下半段的課程中則由技術合作處 張子弋副管理師 帶領,透過「臺灣出任務」這款國合會推出的主題桌遊,認識國合會各計畫中不同的角色與任務,以及過程中所需要的資源與潛在挑戰,帶領學員培養換位思考的能力。✨

🗺️ 與台灣記者有約:鏡頭下的外交世界
在今天的下午課程中,講師小鹿首先從自身作為外交記者赴外採訪的豐富實務經驗談起,並帶領學員進行一系列精采的新聞案例演練。經由實作練習,大家很快就能活用所學,精準抓出新聞報導中「5W1H」的關鍵線索,並敏銳辨識出「客觀事實」與「個人觀點」的差異。 💡

接著,老師更進一步引導大家面對多個假訊息與圖片案例,學習從細節、明確的消息來源與客觀證據出發,一步步思考並查證訊息的真偽。在課程尾聲,學員們發揮團隊合作精神,模擬「總統返國記者會」,靈活運用 5W1H 技巧化身小小記者接連提問!經過這場扎實的訓練,大家不僅學會了如何辨識假新聞,更掌握了提問的關鍵技巧。 🗣️

【Junior Diplomat 🌍 Day 2 Highlights ✨】

We have smoothly sailed into Day 2 of the "Junior Diplomat" Summer Camp! This morning, our junior diplomats embarked on a field trip to learn about overseas community affairs that keep Taiwan connected globally. In the afternoon, they gained more understanding about our diplomatic ally in the Caribbean Sea. Let’s take a look at today's wonderful highlights! 👇

🏛️ Field Trip to Government Agency: Overseas Community Affairs Council (OCAC)

This morning, the Section Chief and an executive officer from the Government Research & Development Section warmly guided our junior diplomats through various departments of the OCAC, explaining the unique missions and responsibilities of each unit. Along the way, the children showed immense curiosity and great interest in the council’s diverse operations!

Later, following opening remarks by Danny, CEO of STUF United Fund, and Ms. Wu, Deputy Director of the Department of Policy Research and Development at OCAC, and with the vivid guidance of several frontline professionals, the junior diplomats gained a deeper understanding of how the OCAC acts as a crucial "bridge" to share Taiwan's culture and economic strengths with communities around the world. They also discovered how overseas communities unite to form a powerful wave of "citizen diplomacy," allowing friends worldwide to see the best of Taiwan! 🇹🇼

🏝️ Ally Adventure: Discovering Saint Kitts and Nevis 🇰🇳

During the afternoon session, our instructor, Katherine, shared her experience serving in Saint Kitts and Nevis, one of Taiwan’s diplomatic allies. Through fascinating real-life stories, the children discovered fun facts about the country and compared its education system with Taiwan’s. They actively asked questions and showed great curiosity about different cultures!

Later in the session, Katherine introduced the diplomatic relationship between Taiwan and Saint Kitts and Nevis, guiding the children in exploring examples and possibilities for international cooperation in areas such as disaster preparedness and healthcare. 💡

今天學員們來到了我國維繫全球僑民連結的重要機關——僑務委員會。上午,僑委會綜合規劃處政府發展科的 蔡季穎科長 與 周世鴻專員,熱心地帶領著學員們走訪僑委會的各個單位,並介紹各單位的任務職掌,一路上孩子們對各單位的業務都展現了極高度的好奇與興趣!

接著,經過世台聯合基金會 Danny 執行長 與 吳春芳副處長 的開場致詞,以及科長、專員的生動引導下,學員們更深入認識了僑委會如何扮演「橋樑」的角色,將台灣的文化與經濟實力傳遞到世界的每一個角落,也了解如何透過遍布全球的民間僑胞,凝聚強大的「國民外交」力量!🇹🇼

🏝️ 友邦大冒險:認識聖克里斯多福及尼維斯 🇰🇳

🌍 Youth Voices at HLPF 2026: STUF at the Civil Society Action Forum 🇺🇳

During the 2026 High-level Political Forum on Sustainable Development (HLPF), STUF participated in the Civil Society Action Forum: NGO Priorities, Challenges, and Contributions to the SDGs, co-organized by CoNGO and PPSEAWA.

The forum brought together NGOs and civil society representatives from around the world to share findings from the CoNGO SDG Survey, exchange experiences in advancing the SDGs, and discuss AI, the future of work, and youth perspectives.

STUF supported event preparation and on-site coordination, while four STUF interns were invited to serve as youth panelists. They shared perspectives on AI in medical education, language and cross-cultural communication, political participation, and sustainable development, while addressing AI bias, the digital divide, language access, misinformation, and digital governance.

STUF remains committed to creating opportunities for young people to engage in global dialogue, share ideas, build cross-cultural connections, and contribute to sustainable development.



🌍 青年發聲,連結世界:STUF 參與 HLPF 2026 Civil Society Action Forum 🇺🇳

2026 年聯合國永續發展高階政治論壇(HLPF)期間,STUF 參與由 CoNGO 與 PPSEAWA 共同舉辦的 Civil Society Action Forum: NGO Priorities, Challenges, and Contributions to the SDGs。

論壇邀集全球 NGO 與公民社會代表,分享 CoNGO SDG Survey 調查成果、交流推動 SDGs 的實務經驗,並探討 AI、未來工作及青年觀點。

活動中,STUF 除協助籌備與現場支援外,四位實習生也受邀擔任青年講者,分享 AI 在醫療教育、語言與跨文化溝通、政治參與及永續發展等面向的觀察,並討論 AI 偏誤、數位落差、語言資源、假訊息與數位治理等議題。

青年培力一直是 STUF 長期投入的重要方向。我們將持續創造更多青年參與國際交流、分享觀點與跨文化對話的機會,拓展全球視野,累積實務經驗,為永續發展貢獻力量。

The "Junior Diplomat" Summer Camp officially set sail again today! 🚀
During the morning opening ceremony, STUF CEO Danny joined us in person to deliver the opening remarks, followed by a warm-up activity led by Nini, a former intern at STUF’s New York headquarters, officially kicking off the camp! 🏃

Day 1 was packed with global perspectives and cross-cultural experiences. Let’s take a look back at today’s two exciting sessions! 👇

💬 Demystifying Diplomacy: Understanding Diplomacy and the UN 🇺🇳
In the morning session, our instructor, Nicole, a former intern at STUF’s New York headquarters, drew from her experience in the United States to introduce the concept of diplomacy in an engaging and accessible way. Through personal stories, she also guided the children in exploring the important missions and organizations of the United Nations.

To wrap up the session, the children stepped into simulated everyday scenarios in New York and worked together to tackle a series of challenges they might encounter while living abroad. Each challenge became an opportunity to collaborate, communicate, and find solutions together! 🗣️💬
🇨🇦 Taiwan Youth and Overseas Expatriate Bridging Program ✈️

In the afternoon session, we were delighted to invite Joyce, a participant from last year’s “Taiwan Youth and Overseas Expatriate Bridging Program" to share her inspiring journey! Joyce kicked off the session with the concept of overseas compatriot affairs and the vision behind the program, walking the students through her unforgettable experiences and fun stories in Canada. She then challenged our junior diplomats to think creatively: How can we promote Taiwan to the world?

Through a poster-drawing activity, the children turned their ideas for promoting Taiwan into vibrant artwork! This session not only cultivated the aspiration in the hearts of our junior diplomats to join the program, but also showed them creative, exciting ways to share Taiwan’s beauty with the world! ❤️

🇨🇦 前進溫哥華:搭僑計畫經驗分享 ✈️

下午時間中,我們邀請到去年參與「搭僑計畫」加拿大溫哥華組的 Joyce 進行分享。講師從僑民的概念與搭僑計畫作為開頭,依序分享計畫期間的珍貴經歷與有趣故事,進而鼓勵學員們動動腦思考:我們能如何向外國行銷台灣?接著透過繪製海報的小活動,孩子們大展創意,將行銷台灣的想法化為繽紛的視覺圖樣展現在海報上。這堂課不僅在學員們心中種下了對未來參與搭僑計畫的無限憧憬,更讓大家學到如何將台灣的美好介紹給世界!❤️

🌏🇺🇳 Driving Sustainable Development Through Financing: STUF × CoNGO FfD

How can finance become a stronger force for sustainable development?

During the 2026 United Nations High-level Political Forum on Sustainable Development (HLPF), the NGO Committee on Financing for Development (CoNGO FfD) hosted the virtual side event “Making Finance Work: Turning Intersecting Challenges into Inclusive and Sustainable Outcomes for People and the Planet.”

The event was co-sponsored by STUF United Fund, Women First International Fund, New Humanity, MAN UP Campaign, GFDD, Maryknoll Sisters, Inclusivity Project, SID, and SHRG.

🌱 Bringing together representatives from the United Nations, World Bank, International Labour Organization (ILO), Bank for International Settlements (BIS), governments, and civil society, the discussion explored how sustainable finance, effective governance, digital public infrastructure, and cross-sector partnerships can help accelerate progress toward the Sustainable Development Goals (SDGs).

✨ Through the STUF New York Office Internship Program, our interns also took part behind the scenes by:

📌 Documenting the event through photography

This hands-on experience gave them the opportunity to better understand how international forums are organized, while gaining practical experience in global affairs and cross-cultural collaboration.

The interns also attended a special seminar led by Anita Thomas, Chairperson of CoNGO FfD, exploring how the SDGs are financed through domestic resource mobilization, financial inclusion, international cooperation, and partnerships. The session also highlighted the important roles of local governments, NGOs, and youth in translating global frameworks into meaningful local action.

At STUF, we believe young people are not only the leaders of tomorrow—they are already an important force for change today.

在 2026 年聯合國永續發展高階政治論壇(HLPF) 期間,NGO Committee on Financing for Development(CoNGO FfD)舉辦線上周邊會議 「Making Finance Work: Turning Intersecting Challenges into Inclusive and Sustainable Outcomes for People and the Planet」。

本次活動由 世台聯合基金會(STUF United Fund) 與 Women First International Fund、New Humanity、MAN UP Campaign、GFDD、Maryknoll Sisters、Inclusivity Project、SID、SHRG 等國際夥伴共同支持。

🌱 論壇匯聚來自聯合國、世界銀行(World Bank)、國際勞工組織(ILO)、國際清算銀行(BIS)、各國政府及公民社會代表,共同探討如何透過 永續金融、健全治理、數位公共基礎建設及跨部門合作,加速推動聯合國永續發展目標(SDGs)。

✨ 透過 STUF 紐約辦公室實習計畫,實習生也實際參與國際論壇的幕後工作,包括:

📌 製作社群媒體內容
📌 活動攝影與影像紀錄

透過實際參與,實習生不僅進一步了解國際論壇的運作與籌備流程,也累積國際事務及跨文化合作的實務經驗。

此外,實習生也參與由 CoNGO FfD 主席 Anita Thomas 主講的專題講座,深入了解永續發展目標如何透過國內資源動員、金融包容、國際合作及跨部門夥伴關係獲得支持,也進一步認識地方政府、NGO 與青年在將全球倡議轉化為在地行動過程中的重要角色。

📢 The Widely-Praised “Junior Diplomats” Summer Camp Is Coming Soon Again!
"Junior Diplomat," part of STUF's UN GO! program, is a five-day diplomatic summer camp for elementary school students. Through a series of themed courses and engaging activities, participants explore global issues while developing an international perspective.

Here are the four major highlights of the second round camp:

Inspiring Stories from Outstanding Young Leaders
Hear firsthand from outstanding young leaders from Taiwan as they share their international experiences—from participating in United Nations side events during the UN General Assembly week in New York 🇺🇸, to attending in the Taiwan Youth and Overseas Expatriate Bridging Program in Vancouver, Canada 🇨🇦, and serving in Saint Kitts and Nevis, one of Taiwan's diplomatic allies 🇰🇳.

🏛️Visits to Foreign Affairs Agencies
Connect with professionals from the TaiwanICDF財團法人國際合作發展基金會 and 僑務委員會 OCAC, and gain firsthand insights into the daily work of international affairs and diplomacy.

🌱Sustainable Craft Workshops
Put the value of circular economy into practice, and foster environmental awareness through meaningful hands-on craft activities.

💡Team Proposal Workshop
From developing ideas to delivering a final presentation, collaborate with teammates to build teamwork skills and creative thinking.

【 Exploring Identity, Diplomacy, and Taiwan’s Global Role with Dr. Raymond Kuo】🌍✨

STUF headquarter interns had the privilege to attend an online seminar with Dr. Raymond Kuo, Vice President of Research for Geostrategy and Diplomacy and Marshall M. Bouton Senior Fellow for Asian Studies at the Chicago Council on Global Affairs. He previously served as the inaugural Director of the Taiwan Policy Initiative and Senior Political Scientist at RAND Corporation, and has spent years researching international security, alliance politics, and Taiwan’s role in the Indo-Pacific.🎓

The discussion centered on Taiwanese American identity, Taiwan’s challenges and development in the international society, and how diaspora communities contribute to Taiwan’s global visibility.🤝

Dr. Kuo explained that identity is not fixed, but rather an “imagined community” that evolves through history and shared experiences. He reflected on how, particularly after around 2009, more people in Taiwan increasingly identified themselves primarily as Taiwanese, while Taiwanese Americans have navigated different generations of migration, belonging, and identity formation.💭

The Q&A session included questions such as how Taiwan can expand its international space despite diplomatic constraints, how Taiwan can present itself, whether NGOs and civil society can build meaningful informal legitimacy for Taiwan, and both the opportunities and risks surrounding Taiwan’s “Silicon Shield.” Dr. Kuo also provided some meaningful insights about the use of AI and the working environment in politics at DC, from the view of a Taiwanese American.🤖💡

Dr. Kuo emphasized that although Taiwan faces significant limitations in formal diplomacy, informal networks, such as NGO partnership, academic exchanges, cultural diplomacy, and people-to-people connections, can gradually build trust, visibility, and international support. He encouraged the interns to think beyond geopolitics and security by highlighting Taiwan’s broader contributions to global challenges.🌐

He concluded with two memorable takeaways that inspired the interns:
✨ “It’s going to be okay.”
🌱 “There is very little wasted effort.”

The seminar gave interns valuable insights into identity, diplomacy, and Taiwan’s evolving role in the international community. More importantly, it highlighted that meaningful change is often built through consistent engagement, relationships, and efforts that may not seem immediately visible but will accumulate over time.❤️

【從矽盾、AI 到身份認同: Raymond Kuo 博士看臺灣的全球定位】🌍✨

STUF 總部實習計畫邀請 Raymond Kuo 博士進行專題演講,聚焦於台裔美國人(台美人)的身份認同,以及海外倡議如何影響全球對台灣的理解。🎓

郭博士提到,身份認同並非一成不變,而是在不同歷史與社會脈絡中逐漸形成的「想像的身分認同」。他分享,直到約 2009 年後,越來越多台灣人開始更明確地以「台灣人」作為自己的主要身份認同,而海外台裔社群也在不同世代中經歷了身份與歸屬感的轉變。💭

討論中,實習青年請教台灣的國際參與問題,包括如何突破正式外交限制、如何避免只被置於政治框架中、NGO 與公民社會是否能累積足夠的非正式國際影響力,以及台灣「Silicon Shield」戰略的機會與風險。

郭博士認為,雖然台灣正式外交空間有限,但透過「軟實力」— 民間組織合作、文化交流、學術合作與人與人之間的連結,仍能逐步建立信任與國際支持。他也鼓勵我們思考,台灣不應只以安全或地緣政治來定義自己,而應更多展現對全球公共議題的貢獻和台灣專屬的文化。也鼓勵大家思考,AI時代下,身為年輕人,我們要如何正確的使用AI工具。🤖💡
