In order for a bill to move forward in the City Council and be brought up for a vote, it must have Council Members willing to sponsor it. Council Member Chris Banks took action to introduce this legislation after SPONY explained that the current HPD building registration process needs to be modernized and brought into the 21st century.

The buildings that need the most repairs are often the ones with the least revenue to pay for them.

During their Fox News interview, New York City small property owners Jose Tur and Natalia Bonanno explained the financial reality facing rent-stabilized housing.

Many rent-stabilized buildings constructed before 1974 are aging and require extensive repairs, upgrades, and ongoing maintenance. At the same time, regulated rents remain well below market rates while property taxes, insurance, utilities, mortgages, labor, and construction costs continue to rise.

This is not about avoiding responsibility. It is about ensuring owners have the resources to keep rent-stabilized apartments safe, maintained, and financially sustainable.

The Mamdani administration needs to know that tenant protections and building preservation must go hand in hand. When housing policy ignores the actual cost of operating older buildings, New York City risks losing both its small property owners and the affordable housing they provide.

In his FOX 5 New York interview, SPONY board member Jan Lee made one thing clear: Mamdani’s rent freeze may sound simple, but the costs small property owners face are not frozen.

Real estate taxes are not frozen.
Utility rates are not frozen.
Insurance costs are not frozen.
Repairs and maintenance are not frozen.

Small property owners are not asking for special treatment. They are asking for housing policy rooted in fairness, transparency, and basic math.

If New York wants stable housing, City Hall cannot ignore the small owners keeping neighborhood buildings alive.
