Winter Hill Alliance Neigborhood Action Group The Winter Hill Alliance Neighborhood Action Group is a community group located in the St George/New Brighton community in Staten Island, New York.

The Winter Hill Alliance community group dates back to the early 1960’s. The playground was renamed to honor the memory of Sergeant Carmine Liotti (1924-1945) and Private First Class Lloyd Ikefugi (1923-1945), two young men from Staten Island’s New Brighton community who died fighting for their country in World War II. The renamed playground became a focal point within the community for many city

and social events. In the summer of 1996 the Winter Hill Alliance was reestablished and renamed The Winter Hill Alliance Action Group. Once again the Lotti/Ikefugi playground became a galvanizing force. Over the years as the residents who made up the community group began to relocate and a change in the community demographics occurred, the park became unmaintained and forgotten. Currently the Winter Hill Alliance Action Group is a loose knit community group which has accomplished many projects, as well as sponsored and participated in many community events:

Dear Fellow Winter Avenue Residents,

I hope everyone is enjoying their summer so far! In case you don't know me, my name is Bobby Moore and I've been living on Winter Avenue for over 20 years. I head the Winter Hill Alliance, and I'm also the Park Steward for Liotti-Ikefugi Park. Additionally, I work for the New York City Parks Department.

I wanted to send a quick note around because it's been brought to my attention by the Parks Department that several calls have been made to 311 stating that the park has become “dangerous”. As a result, I've been asked to lock the park every night and open it each morning. This poses a problem for me because, like many of you, I work every day (and sometimes overnight) and cannot bear the responsibility of being the sole person securing the park every day.

I decided to reach out to my neighbors with a suggestion: let's take turns opening/closing the park every day so as not to “burn out” any one person.

The duties would be as follows:

1. At dusk, clear anyone lingering in the park out of the area.
2. Lock the park and the basketball court.
3. Return in the morning before 8:00am to open the park/basketball court.
4. Leave the locks and keys with the next volunteer.
