At year’s end at the Reiss Center on Law and Security, we’re reflecting on all that’s happened in 2025.

Our programs and research mapped growing faultlines in national security law and policy, from domestic military deployments to the drawdown of foreign assistance to emerging technologies in national security decision-making. As attention focused on U.S. use of force abroad, the Reiss Center emerged as a hub for constitutional war powers expertise and resources. On May 14, the Reiss Center on Law and Security and Just Security will feature an expert panel to discuss recent proposals to reorganize the State Department and USAID. The discussion will address what we know about the proposed changes; their implications for the conduct of U.S. foreign policy amidst compounding global crises; how they may interact with Congressional prerogatives; and, ultimately, whether these changes may herald a more streamlined and effective bureaucracy or serve to undermine U.S. diplomatic power. This fall at RCLS we are delighted to welcome two distinguished new experts as non-resident fellows. Our amazing fellows bring a wide range of natsec experience. They're an invaluable resource to our work at the Reiss Center & to our students at NYU School of Law.

Camille Stewart Gloster was the first Deputy National Cyber Director for Technology & Ecosystem at the White House. An attorney & strategist with deep experience in govt & private sector, she has advised the President and tackled complex tech, cyber, & natsec issues.

Kate Brannen is a distinguished national security journalist & editor, with experience at Foreign Affairs, Just Security, Foreign Policy, etc. She has covered the Pentagon, budget & defense policy debates on Capitol Hill, and many other foreign policy & natsec issues.

Welcome to both Camille and Kate. We're looking forward to working together at RCLS!
