Founded on 1966, the Center for Constitutional Rights (CCR) began its work on behalf of civil rights activists, and, over the last four decades, has lent its expertise and support to virtually every popular movement for social justice. We use daring and innovative legal strategies which have produced many important precedents. CCR is often “ahead of the curve” in both identifying a problem and in

suggesting novel or radical legal responses which, over time, become accepted and respected precedents and theories. CCR accepts cases and projects based on principle and the value of the struggle itself, not solely by using a calculus of victory. There are cases which CCR has worked on tenaciously for decades before success was achieved, yet we stood by the cause and the client. We will continue to take these types of cases because justice demands it. As we look to the future, CCR will continue to be at the forefront of legal thinking, using the law creatively in the service of justice. Through our human rights work, we will strengthen the international rule of law to promote justice and oppose armed and other forms of aggression. Through our racial justice work, we will strive to complete the unfinished civil rights movement, targeting racial profiling and other modern-day manifestations of racial repression. We are dedicated to restoring the fundamental right to habeas corpus and will continue to combat the illegal expansion of executive power and the American torture programs that have undermined fundamental rights in the name of the so-called “war on terror.”

History has repeatedly taught us that the hard-won victories of yesterday can never be taken for granted. As society changes, new threats to our rights arise, even as old ones are defeated. CCR will continue defending progressive movements for social change and devising new strategies to ensure that fundamental rights are the rights of the many and not just the few.

The Center for Constitutional Rights has sent a letter to Rutgers University condemning its unconstitutional decision to cancel Rami Elghandour as the 2026 School of Engineering convocation speaker.

As a public university, Rutgers is bound by the First Amendment. This decision not only silences Mr. Elghandour, it is part of a broader and deeply troubling pattern of suppressing advocacy for Palestinian rights across the United States—raising serious concerns about academic freedom and civil rights.

BREAKING: A federal court today issued an emergency order preventing the Trump administration’s termination of Temporary Protected Status (TPS) for Yemen, granting a victory to a class of Yemeni immigrants who sued to preserve the program.

Under the order, TPS will remain in place pending the outcome of the class action lawsuit, which says the administration’s termination of the program violates the Administrative Procedure Act and the Fifth Amendment. TPS had been due to expire at midnight on May 4.

“The ball is now firmly in the Supreme Court’s court. Sixteen lower courts have unanimously ruled against the Trump administration in finding that the judiciary can at least hear and decide these claims," said Managing Attorney Shayana Kadidal. "The fate of 1.3 million TPS holders will now turn on whether the Justices have the good sense to rule the same way.”

In light of the recent indictment by the Trump Administration against the Southern Poverty Law Center, we released the following statement:

"It must be stated clearly and unambiguously: this administration’s intent is to crush every instance of dissent and roll back the progress of civil and human rights that organizations like the Southern Poverty Law Center (SPLC) and others have fought and won for decades.

Trump’s move to rewrite history in favor of white supremacists, colonizers and mass murderers is a typical tactic used in authoritarian governments. But we will not be swayed by fear, intimidation, or their continued attempts to criminalize dissent."

The U.S. government designated Yemen for TPS in 2015 and has renewed it six times. The country is in such turmoil that the U.S. State Department advises Americans not to set foot in it for any reason.

Nevertheless, on March 3, Kristi Noem, then the Secretary of Homeland Security, announced the termination of TPS for Yemen. DHS’s own document shows that it failed to follow the legally required process in favor of a pre-ordained decision to end TPS. Its notice even acknowledges that the “extraordinary and temporary conditions” making life unlivable in Yemen still exist.

“This administration’s contempt for expertise is matched only by its contempt for non-white people,” says Senior Managing Attorney Shayana Kadidal. “It had nothing to do with conditions on the ground which remain so dire in Yemen today that the State Department today advises anyone traveling there to "write a will" before you go. We expect the federal court to return these terminations back to the agency so that they can actually follow the law.”
