Samar island is located on the East Central of the Philippines, the third largest island after Luzon and Mindanao. Samar’s interior section is sparsely settled and permanent inhabitants are generally coastal settlers. Historically frequent typhoons in late Summer and Autumn cause considerable damage. According to the Peace and Equity Foundation, Samar is considered to be among the poorest province in the Philippines with the most severe manifestations of poverty in the country. Latest available data indicates that 70% of families live below the poverty threshold, the majority (57%) of these families are ultra-poor. 80% of their income is spent on food. Only 1 in 10 children complete secondary education. Other poverty markers are lack of accessibility to basic healthcare, clean water, proper sanitation facilities and housing.
