The International Council on Social Welfare (ICSW) is a non-governmental organization focused on advocacy, knowledge-building and technical assistance projects in various areas of social development carried out at the country level and internationally. Created in 1928 in Paris to address complexities and challenges of social work, the ICSW has evolved through the years to embrace the ma

jor issues of social development, becoming a global organization committed to improving human well-being. Establishing common ground on issues of international significance, and acting with partners ICSW represents national and local organizations in more than 70 countries throughout the world working through its nine regional networks. Our Vision
Reduction of hardship and vulnerability, especially amongst disadvantaged sectors of the population is the priority concern of ICSW. Representing tens of thousands of community organizations working directly with people facing poverty and serious deprivation, our network helps vulnerable groups to cope with risks and challenges of life. As a contemporary umbrella organization ICSW works to empower it members to participate fully in society as responsible citizens, with a greater civic voice and capacity to achieve meaningful results. We work in partnership with other civil society organizations, with government structures, with the academic community and international organizations to make our vision a reality. Upholding dignity of all—young people, older people, people with disabilities, migrants and refugees, indigenous people-- is a paramount driver of our activities. ICSW strives for recognition and realization of all human rights, including fundamental rights to employment, income, food, shelter, education, health care and security. We are keen to promote gender equality and empowerment of women of all ages considering it a vital element of our activities. Social Protection
ICSW has a particular focus on promoting social protection, seeing it as a human right and an investment in people. The ICSW continues to support the development and implementation of the Social Protection Floor Initiative, emphasizing the importance of a universal approach to social protection covering all social groups across the life cycle. We are the founding members of the Global Coalition for Social Protection Floors and actively participate in major international cooperation meetings to promote social protection initiatives and most effective schemes across the globe. How we work
ICSW’s strives to act as a connector, convener and knowledge broker, binding together issues and regions, and mobilizing partners along shared priorities that will shape progressive social and economic policies across the global village. Key activities include gathering and disseminating information, undertaking research and analysis, convening seminars and conferences, drawing on grass-roots experiences, strengthening organizations of the civil society, developing policy proposals, engaging in public advocacy and working with policy-makers and administrators in government and elsewhere. Having the highest level of consultative status with the United Nations in relation to the work of the Economic and Social Council, the ICSW uses existing opportunities to leverage the voices of our members into different platforms of international stakeholders. We actively participate in the work of the Commission for Social Development, the Commission on the Status of Women, and other intergovernmental bodies making policy statements and putting forward constructive suggestions representing our partners. ICSW and our members are active in a wide range of fields within the general areas of social development, social welfare and social justice. ICSW’s monthly publication called Global Cooperation Newsletter published in English, French and Spanish informs our members and the readership at large about important developments in the socio-economic field, as well as most interesting activities taking place within organization and beyond. It presents the views of prominent scholars and practitioners. Regional committees bring out Regional Cooperation Newsletters highlighting on the above areas specific to the region.

The ICSW Joint World Conference in Rimini, Italy has, due to the Corona virus, been postponed until November 8-11, 2020. The ICSW General Assembly will as a consequence also have to be postponed. A New date is scheduled for November 10, 2020.

Consequently, the deadline for nominations (70 days before) will now be September 1, 2020 (ICSW Global By-laws, section 9).
50 days ahead: Nominations will be notified to all Member organisations with voting rights.

The corrected Elections documents, originally distributed January 3, 2020, are attached.

Dear Ladies and Gentlemen, colleagues & friends

The organizers of the SWESD2020 have carefully observed the situation regarding the COVID-19 outbreak in Italy and in Europe. We were constantly evaluating press releases and other official information from relevant authorities like WHO, Italian Ministry of Health, etc., which we are in contact with.

Currently our two major aims as organizers of the Conference are protecting our delegates & speakers from becoming infected by COVID-19 during traveling for meeting at the SWESD, and also significantly contributing to the prevention of any further spread of the virus; this can only be achieved by suspending the current event schedule. Having studied all alternatives, we mutually decided to postpone the Conference to the following date:

8th to 11th of November 2020

This action is a postponement and not a cancellation of the event. We cordially regret the inconvenience this postponement might cause for you. However, this decision has been taken in order to protect the vulnerable part of our society and to reduce any risk that might be caused by travel and attendance to such an international meeting.

Dear Friends,
International Association of Schools of Social Work (IASSW) and the International Council on Social Welfare (ICSW) are receiving concerns and messages from members, non-members and friends across the globe concerning the Corona virus situation. We are daily monitoring the situation which is currently in progress.

In Rimini area there have been no cases at the moment and there is currently no limitations to travel towards this area from the Italian Ministry.

WHO did not recommend any travel or trade restrictions based on the current information available. Oral statement by Dr Sergei Zelenev, ICSW Special Representative to the UN

I am speaking on behalf of the International Council on Social Welfare—one of the oldest civil society organizations dealing with social development, social welfare and social justice issues. I am honored to address this distinguished audience on a most important issue that is being discussed—how to tackle homelessness using contemporary means and policy instruments, including social protection systems. ICSW fully supports the efforts of the Commission for Social Development in this regard.

One of the most visible signs of human deprivation and social exclusion, homelessness affects not only well-being of individuals and families but also represents an affront to human dignity. It is a complex phenomenon that requires complex and innovative solutions, where the state, private sector and civil society should be working side- by- side. Many examples presented here during the debates confirm that combatting homelessness cannot be divorced from other burning issues—first of all, poverty eradication, but also employment promotion and social inclusion. Interlinkages are important to recognize and to take into account when national policies are implemented.

In this context we believe that social inclusion should be one of the clearly set priorities when programs to address homelessness are conceived.

The economic and social dimensions of inclusion are highly interlinked, and both areas should be considered in housing policies, for example, in the provision of social housing or in slums upgrading. Our organization consistently supports a comprehensive, integrated approach to policy –making when macroeconomic policies and social objectives are closely integrated.

ICSW experience on the ground convinces us that to be successful social policy must be holistic in nature, with cross-sectoral policymaking that goes beyond piecemeal approach with only limited institutional responsibilities of individual ministerial departments at the national level. Such compartmentalization betrays both equity and efficiency of the proposed programmes and should be avoided by all means.

In this context universal social protection offers the most logical answer to the critical situation many countries, both developed and developing, are facing in terms of access to affordable housing and supporting social services. In order to accomplish the objectives of Agenda 2030 social protection must be recognized at the national level as investment in people, in families, and society at large. Providing income security and supporting all people across the life cycle in case of need, universal social protection could be seen as one of the indispensable tools in combating homelessness, overcoming marginalization and preventing other deprivations.
