The Harlem Commonwealth Council (HCC) is a 501(c)(3) economic development corporation focused on positive socio-economic change for Harlem, Upper Manhattan, Bronx, and Washington Heights residents. Determined to continually address the root causes of personal and collective poverty in communities served, HCC works tirelessly to ensure the long-term economic self-sufficiency of community residents.

Programs offered through HCC include adult literacy, computer skills training, and youth development. We also oversee the Harlem Entrepreneurial Fund (HEF), a Community Development Financial Institution (CDFI) providing Minority/Women-Owned Business Enterprises (M/WBEs) with microloans and credit repair loans. HCC also works closely with the NYC Business Solutions Center of Upper Manhattan and Washington Heights to make it easier for Harlem, Upper Manhattan, and Washington Heights residents to start, operate, and grow community-based businesses. Dear Friends and Partners - We are delighted to present Harlem Commonwealth Council’s FY2022 Impact Report.

We are proud of Harlem Commonwealth Council's (HCC) and Harlem Entrepreneurial Fund's (HEF) continued contributions to the economic vitality of Harlem through financial literacy and economic empowerment.

Our combined efforts are even more critical in the upcoming year as we continue to work on narrowing the racial wealth gap. We will continue to serve the residents and small businesses of Harlem and surrounding communities with opportunities that best provide education and economic sustainability.

Women’s History Month Spotlight!

Valerie White, Senior Executive Director NY, LISC

Valerie is responsible for leading the expansion strategy to promote LISC's statewide efforts to create an economic and community development ecosystem that addresses deep-rooted systemic inequities. Through the usage of capital investment, policy and legislative advocacy, and programmatic initiative design and delivery, she elevates LISC's role as a key voice among legislative, government, private sector, philanthropic, and nonprofit/community partner stakeholders across New York. Valerie also oversees the LISC NYC and LISC WNY local offices.
Valerie has more than 30 years of experience across private, public, and non-profit sectors. Before joining LISC NYC in April 2020, Valerie was Executive Vice President at Empire State Development (ESD), as well as Executive Director of the New York State Division of Minority and Women’s Business Development. Previously, she was Vice President at the Brooklyn Navy Yard Development Corporation and managing director at Standard & Poor’s Global Ratings (S&P). In addition to her extensive professional experience, Valerie also serves as an advisory board member for the Fordham Urban Law Center and a director of the Fordham Law Alumni Association.

Valerie holds both a Bachelor’s degree in Communications and a J.D. from Fordham University, as well as a Master’s degree in Management and a Certificate in Organization Development from The New School.

Zevilla is a registered architect with 30+ years of experience. She is the principal of JP Design (JPD), a family owned and operated design/ development firm.

Zevilla grew up in Harlem during the height of urban blight and abandoned buildings. This impacted her architectural philosophy which is centered on the thoughts of economists who believe that sustainable community development is about the development of the people themselves - not just the physical plant.

She engages in a design process that recognizes the interconnection of the economic, social, physical, environmental, and cultural vitality of a community.

Michelle is a Senior Sales Executive with over 30 years of experience in the pharmaceutical and health care industry. She currently works with Viv Healthcare.

In honor of Women’s History Month, we recognize Sharon Joseph, HCC
Board Director.

Sharon Joseph serves as CEO and Executive Director of the Boys and Girls Club of Harlem. She has over 15 years of experience in the financial services industry as a Private Wealth Advisor and Management Consultant. Prior to joining the Boys and Girls Club of Harlem, she worked at Goldman Sachs. Sharon was instrumental in the development of Harlem Lanes, the country’s first Black Woman-owned and built bowling alley and family entertainment center.

Sharon received her B.A. in from Tufts University and an M.B.A. from Columbia Business School. Sharon has won numerous awards and recognition for her contributions to the Harlem Community including from President Bill Clinton, Mayor Bloomberg, and Governor Patterson.

Fatima Jones Jones is an innovative cultural strategist, marketing, public relations, and reputation management leader with more than 20 years of experience. She is The Apollo's Chief Marketing and Communications Officer, leading all integrated marketing and communications, including advertising, social media, press, audience development, and design. We spoke with Fatima about the impact of The Apollo’s presence in Harlem, the continuation of arts, youth professional development and navigating the unique challenges of minority women in executive positions.

How does your current role impact Harlem’s Culture? What impact do you wish to have in your current role?

The Apollo is a jewel in the crown that is Harlem and a beacon for people all around the world. It is my responsibility to keep that jewel sparkling and make sure we remain relevant, exciting and responsive to what is happening in the world.

I am excited about being a part of extending The Apollo campus from just the Historic Theater with two new small stages in the Victoria building just a few steps away. It will be an exciting opportunity for artists who are making work more appropriate for a smaller space and for audiences to see more emerging theater, music and dance.

Bianca Celsetin is the Founder & CEO, Valentina Client Representation, LLC. Valentina Client Rep. is a Brooklyn-based boutique project management owner representation, minority and woman-owned consulting firm founded in 2020.

She is a licensed senior mechanical engineer with twenty-four years of experience in the design of mechanical systems for buildings and project management. Valentina Client Rep. is uniquely able to cater to smaller businesses and people from underserved communities often overlooked by larger firms.

Bianca has worked both in the consulting and construction within the building industry. She has built an extensive portfolio, both domestically and internationally ranging across residential, retail, commercial, corporate interiors, institutional, and transportation.

Fun Fact-

Bianca is a jet setter, foodie, photographer, author, dancer, art lover, music lover, and a 4ever Prince fan! She’s dancer #13 in an episode of Spike Lee's "She Gotta Have It" on Netflix.
