We were glad to see Congressman Joe Morelle (D-NY) make the case for education innovation at the recent U.S. House Appropriations Committee markup for the FY27 Labor, Health and Human Services, and Education bill. He spoke directly to the need for the federal government to invest in research and development that helps schools move toward student-centered learning — and he’s been a consistent champion of this work, including by introducing the Developing and Advancing Innovative Learning Models Act.

Sustained federal investment in innovation, including through the Institute of Education Sciences, is how we build and test the approaches that help every student reach their potential. We’re grateful for his leadership on this issue.

New Classrooms is encouraged to see both the House and Senate FY26 Labor-HHS-Education Appropriations Bills prioritize investment in education innovation at IES.

The House bill maintains $245M for IES research and development directs part of the funding to create a new Innovative Learning Model Development Program—supporting the development and evaluation of individualized, multimodal learning models.

We’re urging the Appropriations Conference Committee to keep this forward-looking language in the final bill.
