Forty-four years ago, Plyler v. Doe affirmed every child’s right to an education, regardless of immigration status.

Every day, AFC serves the children and families Plyler was meant to protect: newly arrived immigrant students and families navigating an unfamiliar system in search of a brighter future. These students deserve schools that are prepared to welcome and support them.

Plyler recognized that children don’t choose the circumstances of their birth or their families’ journeys. Denying them access to education is unjust and harmful.

We’re grateful to our elected leaders in New York who uphold the promise of Plyler, and we're calling on the City to go even further: let's strengthen the guidance for schools on protections for immigrant students, restore funding for multi-faceted immigrant family communication and outreach, and establish dedicated instructional specialists for English Language Learners to ensure they receive the academic instruction and support they need to thrive.

Today, Plyler is more than just a legal precedent. It is a promise of our shared duty to all children. AFC remains committed to defending every child’s right to a quality education — no exceptions, no conditions.

Why are only half of students reading proficiently? In the largest school system in the country, we should be able to ensure that *every* student is a confident and successful reader.

How do we do that? By better meeting students’ individual learning needs. NYC Reads was a big step forward, but even with strong core instruction, there will always be students who need extra help and individualized attention to become strong readers.

That’s why we’re calling on to make a targeted investment in literacy interventions for students at ALL grade levels, including middle and high schoolers who missed the chance to receive effective reading instruction in elementary school.

Related Services are supports students need in order to make meaningful progress in school. So why are thousands of students waiting months for services they’re legally entitled to receive?

Students who have a legal right to related services should get them in school, in real-time, but NYC doesn’t have enough providers — which means students end up waiting months, falling behind their peers. Last year, more than 7,500 students with disabilities who were entitled to speech therapy ended the school year *without a single session.*

Providing these services is not optional: it’s the law. We’re calling on NYC to hire enough providers to ensure that ALL students receive their mandated services.

Buses that never show up. Commutes that take hours longer than they should. Every year, AFC hears from hundreds of families navigating our dysfunctional, outdated school bus system.

Seventy-two years ago, Brown v. Board of Education affirmed a fundamental truth: that every child deserves access to education and opportunity. Brown v. Board was a promise. But for many of the students AFC serves — including children experiencing homelessness, students with disabilities, and English Language Learners — that promise is being unevenly fulfilled.

The principles Brown established matter as much today as they did 72 years ago: that every child in this country has the right to an education that does not exclude, diminish, or leave them behind. Our work continues.
