Ten Insights about the
Ten Commandments
Surprising Misconceptions and Ambiguities about God’s Central and Unmediated Revelation
Exod 32:15 explicitly states that it was written on both front and back.[5]
Laws typically contain punishments; these are strikingly absent in the Decalogue, though much of later Jewish tradition assumed, with little evidence, that violation of the norms of the Decalogue are all punished by death. This is nowhere stated in the Bible. Indeed, it is best to understand these statements as admonitions, not as laws.[7]
Exod 21:16, of stealing a person, which is a punishable by death.
The one in Exodus went through Priestly editing, and thus reflects the Priestly creation story ending with Shabbat in Genesis 2:1-4a; the Deuteronomy version underwent Deuteronomic editing, and thus offers the exodus as the reason for Shabbat observance, since this is a main theme of Deuteronomy.
http://thetorah.com/who-wrote-the-torah-according-to-the-torah/
God only spoke the beginning of the Decalogue directly to Israel, while the rest was conveyed by Moses, who spoke of God in the third person.
Deut 34:5 5 Then Moses, the servant of the LORD, died there in the land of Moab… 34:7 Moses was one hundred twenty years old when he died; his sight was unimpaired and his vigor had not abated.
The Decalogue and the Ritual Decalogue – After the destruction of the original stone tablets (Exod 32), God tells Moses to cut two new tablets upon which God will write what was on the former tablets (Exod 34:1-4). Then, after a prayer from Moses (Exod 34:6-9), God makes a covenant again with Israel, including a list of laws (Exod 34:10-26) which scholars refer to as the Ritual Decalogue.
The text follows these laws with the following notice:
Although the text is a little hard to follow, it suggests that God writes the same Decalogue again on tablets, whereas Moses writes the new covenant rules, the Ritual Decalogue, perhaps on a scroll.

Back to our story: Moses goes up Sinai a second time in Exodus 34. God says, “I will write on the tablets the words that were on the former tablets which you shattered,” so we know that this nothing new, just a replacement set of commandments. But the contents are very different:
1. Make no covenant with the Canaanite tribes
2. Destroy their altars
3. Make no idols (“molten gods”)
4. Observe the Feast of Unleavened Bread
5. “The first offspring from every womb belongs to me”
6. Rest on the seventh day
7. Celebrate the Feast of Weeks
8. No leavened bread during Passover
9. Bring the first fruits of the soil to the Lord
10. “You shall not boil a young goat in its mother’s milk”

Atheism has handy list of the corresponding punishments. God has a pretty limited imagination, and you can guess what they are: “He who sacrifices to any god, other than to the LORD alone, shall be utterly blessed destroyed” (Ex. 22:20), “the one who blasphemes the name of the LORD shall surely be put to death” (Lev. 24:16), and so on.

The Decalogue is law
Laws typically contain punishments; these are strikingly absent in the Decalogue, though much of later Jewish tradition assumed, with little evidence, that violation of the norms of the Decalogue are all punished by death. This is nowhere stated in the Bible. Indeed, it is best to understand these statements as admonitions, not as laws.[7]
Modern biblical scholarship differs as to whether Exodus 19-20 describes the people of Israel as having directly heard all or some of the decalogue, or whether the laws are only passed to them through Moses.[8]
The passages in Exodus 20 and Deuteronomy 5 contain more than ten imperative statements, totalling 14 or 15 in all.

Why not? Jesus himself is the actual creator and sustainer of the universe, Heb 1:1-3. The Jews understood
https://bible.org/seriespage/21-new-heaven-and-new-earth
21:22 And I saw no temple therein: for the Lord God Almighty and the Lamb are the temple of it.
The next question is "Will the glorious picture painted by the prophet in Isaiah 11:6-9, and by Ellen G. White in Testimonies, volume one, pages 67-69, meet its fulfillment in heaven or on earth?"
"How then," it is asked, "can there be little children in the new earth? Will not all the children who were taken to heaven at the second coming o£ Christ be at least one thousand years old by the time they come into the new earth?" In point of time, yes. But reckoned in terms of eternity, a thousand years are but as a day (see 2 Peter 3:8; Ps. 90:4), and from the evidence before us, it would seem that the children taken to heaven with all the redeemed when Jesus comes will not grow out of their childhood into mature men and women until after they enter the new earth.
These people ask, "Can it be that children will be born in heaven?"
Some people, we know, maintain that children will be born in the earth made new. But this is a mistaken notion. There will be no marriages or births in that land. Jesus Himself made this clear when He said, "Do ye not therefore err, because ye know not the scriptures, neither the power of God? For when they shall rise from the dead, they neither marry, nor are given in marriage; but are as the angels which are in heaven" (Mark 12:24, 25). And through His inspired servant the Lord tells us:

Never again will there be in it
an infant who lives but a few days,
or an old man who does not live out his years;
the one who dies at a hundred
will be thought a mere child;
the one who fails to reach[a] a hundred
will be considered accursed.

were the only commandments God wrote with His own finger (Exod 31: 18), spoken directly to the people (Deut 4: 12–13) at Sinai, and were kept inside the ark of the covenant (Deut 10: 4–5); in contrast, the other 600-plus laws were written by Moses and kept beside the ark (Deut 31: 24–26). Jesus, Paul, and James all cited the Decalogue directly (Matt 19: 18,19; Rom 7: 7; 13: 9; Eph 6: 1–3; James 2: 10–12).
