The Coalition for the International Criminal Court (CICC) condemns unequivocally and in the strongest terms the United States administrationโ€™s imposition on 18 August 2026 of sanctions on ICC President Judge Tomoko Akane and Abdoulaye Seye, Head of a Unified Team and Senior Trial Lawyer in the Office of the Prosecutor (OTP), and a candidate in the 2026 ICC Judicial Elections.

These latest designations mark a deeply concerning escalation in the sustained US campaign against the International Criminal Court - ICC and those working to advance international justice, ultimately to the detriment of victims. They follow sanctions against the former ICC Prosecutor, both Deputy Prosecutors and eight judges, as well as the UN Special Rapporteur on the situation of human rights in the occupied Palestinian territory and four Palestinian human rights organisations.

Both designations are a blatant attack against the independence of justice and the rule of law. Sanctions are now reaching across the Courtโ€™s functions, from its highest judicial leadership to staff directly engaged in investigations and prosecutions.

Expressions of concern are no longer sufficient. The ICC is an institution created by its States Parties. Protecting its independence and effective functioning is their collective responsibility. States Parties cannot condemn attacks on the Court and civil society while failing to take the measures necessary to shield it, its officials and those cooperating with it from those attacks.

To mark International Justice Day (17 July 2026), the Global Initiative Against Impunity (GIAI) launched its Impact Snapshot, showcasing how the Initiative has advanced victim and survivor-centred accountability for international crimes across 28 priority country situations.

What the GIAI's work has made possible in 2023-2025:

On this International Justice Day, we celebrate the progress that has been made in the fight against impunity, acknowledge the challenges that remain, and reaffirm our commitment to justice, the International Criminal Court, and those who courageously work to uphold its mandate.

As Christy Fujio, Executive Director of Synergy for Justice, reminds us: โ€œThe promise of the Rome Statute was never simply to establish an international court, it was to ensure that no one is beyond the reach of justice. Twenty-eight years later, that promise can only be realised if States fulfil their legal obligations and if survivors and civil society organisations are recognised and supported in the indispensable role they play in documenting crimes, preserving evidence, and advancing accountability.

Renewing the promise of Rome means recognising that justice is not delivered by institutions alone: it is built through the courage of survivors, the persistence of civil society, and the collective commitment of States to uphold the rule of law.โ€

The flame ignited in Rome 28 years ago continues to burn through the efforts of victims, survivors, civil society organisations, and all those who refuse to abandon the pursuit of accountability.

On this , we celebrate the progress that has been made in the fight against impunity, acknowledge the challenges that remain, and reaffirm our commitment to justice, the International Criminal Court - ICC, and those who courageously work to uphold its mandate.

The vision established in Rome remains just as essential today as it was on 17 July 1998, when the Rome Statute was adopted, however, international justice faces growing challenges. Over the past year, the International Criminal Court and civil society have come under increasing political pressure, unlawful sanctions, and efforts to undermine victimsโ€™ access to . Around the world, human rights defenders continue to face intimidation and reprisals simply for documenting crimes, supporting victims, and advocating for accountability.

However, since we last commemorated International Justice Day, we have also witnessed important breakthroughs that remind us why accountability matters. Alison Smith, Executive Director of the Coalition for the ICC explains how: โ€œEvery attempt to silence civil society reminds us why this work remains necessary. Human rights defenders, victims' groups, survivor advocates and civil society organisations continue to stand alongside those seeking justice because accountability matters. Their resilience demonstrates that despite powerful forces opposing accountability, demands for justice continue to grow, and so does our collective commitment to pursue it.โ€

In December 2026, during the 25th Assembly of States Parties ( ), six new ICC judges will be elected by States Parties.

At a time of heightened expectations on the Criminal Court - ICC, these elections represent a critical opportunity for States Parties to demonstrate their commitment to upholding the ICCโ€™s founding principles. States Parties should prioritise highly qualified candidates of high moral character, with proven expertise, independence, and integrity, and ensure that national nomination processes are transparent and merit-based.

A rigorous and principled approach to the 2026 elections will be essential to strengthening the legitimacy, effectiveness, and long-term credibility of the Court.

๐Ÿ—ณ๏ธ : In December 2026, the Assembly of States Parties to the Rome Statute (ASP) will elect six judges to fill one-third of the International Criminal Courtโ€™s 18 judicial seats.

Judicial elections are among the most significant governance functions of the Assembly. ICC judges oversee proceedings, ensure fair trials and authorise victimsโ€™ participation, issue decisions in accordance with the rules and practices of the Court, including arrest warrants or summonses to appear, among others. Consequently, who is elected matters.
