URF: A SPECIFIC PLAN FOR THE “GREEN RECOVERY” OF UKRAINE SHOULD BE DEVELOPED

The Ukraine Reconstruction Fund has repeatedly expressed concern about the environmental reconstruction of the country and emphasized the need for clear rules and recommendations for the “green recovery” of Ukraine.

Almost all sectors of the economy have suffered significant damage during the war, which requires a systematic approach to recovery based on environmentally friendly principles.

The URF experts once again emphasize the importance of developing specific proposals for the implementation of reconstruction projects in accordance with sustainable development standards. The proposals should cover energy efficiency, emissions reduction and adaptation of various sectors of the economy to climate challenges.

The URF notes that the “green” reconstruction of Ukraine should be an important step towards the country’s European integration. The introduction of environmental standards and innovative technologies used in the EU will allow Ukraine to create sustainable, resource-saving infrastructure facilities that can respond to global climate challenges and contribute to the restoration of ecosystems.

URF AT THE KYIV INTERNATIONAL ECONOMIC FORUM: DISCUSSIONS ON THE FUTURE OF UKRAINE

On November 7, 2024, the 10th anniversary Kyiv International Economic Forum (KIEF) was held under the theme “The Power of Challenge. What will shape the future of Ukraine and the world?”. For the third time, the Forum was held under martial law, bringing together leading experts, government and business representatives to discuss the most pressing challenges and prospects for Ukraine in the modern world.

This year's forum focused on key issues such as protecting Ukraine's economic interests in the EU, challenges for human capital, prospects for the energy system, development of Ukrainian Defense Tech, and coordination of business with the government to rebuild Ukraine.

The participants paid special attention to Ukraine's integration into international economic initiatives, including Interreg Europe, the EU's interregional cooperation program that supports local governments and provides grant assistance to communities.

Representatives of the Ukraine Reconstruction Fund (URF), who participated in the forum, emphasized the importance of creating a favorable economic environment for the development of projects in frontline communities and the importance of expanding opportunities for interregional cooperation.

“It is important for Ukraine to attract investment and implement large-scale projects, especially in the frontline regions where communities need support the most. Participation in programs such as Interreg Europe allows not only to attract funding but also to share experiences, creating strong partnerships,” said Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine, during the discussion.

Particular attention was also paid to the integration of Ukraine's transport infrastructure with the European network, which is an important step towards expanding logistics capabilities.

The Kyiv International Economic Forum, which serves as an annual discussion platform, continues to play an important role in shaping Ukraine's development strategies, promoting economic growth and international cooperation.

CONTINUED INTERNATIONAL SUPPORT FOR UKRAINE IS KEY TO RECOVERY AND A STABLE FUTURE

Ukraine continues to receive significant support from its international partners, who have confirmed their readiness to contribute to the development of the Ukrainian economy, restoration of infrastructure and social initiatives through numerous assistance programs.

This was announced during the meetings of the Ukraine Reconstruction Fund (URF) with international organizations from the EU, the US and other countries.

The main areas of international support remain projects in the areas of construction, social protection, energy independence and innovative development. Particular attention is paid to sustainable economic recovery at the local level, which includes the active involvement of small and medium-sized enterprises in infrastructure projects and stimulating investment in the regions.

“Sustainable recovery of Ukraine is a priority for the international community, which supports projects that will contribute to long-term economic growth and stability in the country. Our work together with our partners is aimed at laying the foundation for future development, which will help restore communities and create a reliable environment for business and investment,” said Pavlo Kostyuk, founder of the Ukraine Reconstruction Fund.

RESTORATION OF MEDICAL FACILITIES IS A KEY PRIORITY FOR UKRAINE, – VICTORIA KORSUNOVA

Rapid reconstruction of medical facilities in Ukraine is a critical need to ensure the quality of life. This was stated by Victoria Korsunova, Director of the Kyiv office of the Ukraine Reconstruction Fund.

As of 2024, 1604 medical institutions in Ukraine have been damaged by the war, 211 of which are completely destroyed and cannot be restored. Medical facilities in Kharkiv, Donetsk and Mykolaiv regions have suffered the most.

Therefore, the urgent reconstruction of medical facilities is a priority for the country to ensure that Ukrainians have access to medical care and rehabilitation for the victims.

“Restoration of medical infrastructure is not only about physical reconstruction of walls, but also about ensuring a decent level of medical services for citizens affected by the war. We are engaging international experience and experts to plan and implement these projects, as it is an important part of national recovery,” emphasized Viktoriia Korsunova.

Attracting international assistance and adapting infrastructure to risks are key factors in the reconstruction process.

“Rebuilding medical facilities requires coordinated efforts of the state, international organizations and investors. We are ready to cooperate, because only joint efforts can ensure effective and long-term reconstruction,” added Viktoriia Korsunova.

Ukraine already has successful examples of such projects: Chernihiv Regional Hospital, Kharkiv Regional Psychiatric Hospital and several institutions in Mykolaiv, which have been restored thanks to the national reconstruction program and cooperation with international donors.

REPRESENTATIVES OF THE URF TOOK PART IN THE FIRST OVERSEAS INVESTMENT CONGRESS

On October 31, 2024, the First Foreign Investment Congress was held in Kyiv, bringing together representatives of business, international financial institutions, diplomatic missions, investment funds and government officials from more than 40 countries interested in developing the economic potential of Ukraine.

The event has become a new international communication platform for discussing the conditions and opportunities for attracting foreign capital to help restore the economy, ensure financial stability and increase the competitiveness of Ukrainian business.

The Ukraine Reconstruction Fund (URF) actively joined the Congress to find new ways to develop international partnerships and attract financial support for the implementation of important projects to rebuild Ukraine.

“Today, more than ever, Ukraine needs an open dialog with international partners and investors. Our task is to create the most transparent and understandable conditions for those who are ready to join the process of restoring the country and help build a sustainable future,” emphasized Victoria Korsunova, Director of the URF Kyiv Office.

URF INVITES INVESTORS TO COOPERATE FOR THE RESTORATION OF UKRAINE ON MUTUALLY BENEFICIAL TERMS

Ukraine is facing an unprecedented challenge caused by the devastation of Russian aggression. The war has caused significant damage to the infrastructure - thousands of homes, schools, and hospitals have been destroyed - and for the country's stable development, it is necessary to ensure their restoration as soon as possible.

The Ukraine Reconstruction Fund is ready to become a bridge between investment and this reconstruction, offering favorable conditions for investors and promoting projects that meet national priorities.

Established in 2022, the URF successfully attracts investments not only for the physical reconstruction of facilities, but also for the creation of a solid infrastructure that will become the basis for economic growth and social stability. AMBASSADOR BRIGID BRINK DISCUSSES AREAS OF FURTHER COOPERATION WITH VICE PRIME MINISTER FOR RECONSTRUCTION OF UKRAINE

U.S. Ambassador to Ukraine Bridget Brink held a working meeting with Vice Prime Minister for Reconstruction of Ukraine, Minister of Community and Territorial Development Oleksiy Kuleba to discuss priority areas of cooperation and the need to accelerate the restoration of Ukraine's critical infrastructure.

“We are actively preparing for the heating season and taking into account possible difficult scenarios for Ukrainian cities. Thanks to USAID support, Ukraine has already received 160 cogeneration units. In the coming years, we will focus on developing a distributed generation system and continue to build passive protection facilities for energy infrastructure,” emphasized Oleksiy Kuleba.

The Minister also announced that the policy of building social housing for internally displaced persons has been included in the competence of his department, which will help meet the needs of the most vulnerable segments of the population.

Ms. Brink confirmed that support for decentralization reform, the DREAM ecosystem, digitalization, as well as reducing corruption risks and developing internal control systems remain the main areas of bilateral cooperation.

The new head of the State Agency for Infrastructure Restoration and Development, Serhiy Sukhomlyn, outlined the agency's key tasks, emphasizing the modernization of processes and strengthening organizational capacity. He also said that the agency is actively working on organizational transformation, creating a central procurement, audit, and project management team.

“Our priorities include the protection of energy facilities located near the combat zone, maintaining the proper state of transport infrastructure in the frontline regions, implementing a project to provide communities with solar panels and installing LED lighting,” said Sukhomlyn.

The parties also discussed the prospects for infrastructure development on the border with the EU, protection of energy facilities, attracting private investment for Ukrzaliznytsia and other strategic enterprises of Ukraine, and ensuring the stable operation of the Ukrainian sea corridor.

LITTLE UKRAINIANS IN GERMANY: YAROSLAVA KOSENKO INVITED THEM TO READ A SPECIAL BOOK

Yaroslava Kosenko, a volunteer at the Stadtbüchereien Düsseldorf, once again gathered little Ukrainians for a reading. This time she chose the book Lesyunia, created to support children in difficult times.

The author Andrea Berger has specially developed this story to help children develop their strengths, find ways to self-regulate and overcome life challenges. The book contains interactive exercises for self-healing and was translated into Ukrainian by Natalia Kickenbeck, with illustrations by Lisa Buhner.

Supporting the Ukrainian language abroad is an important part of the mission of the Ukraine Reconstruction Fund, which on September 6 already spoke about this initiative of Yaroslava's. The cultural space in Düsseldorf under her care has become a platform for a number of cultural and educational events designed to preserve the national identity of children forced to leave their homeland because of the war.

At the previous event, Yaroslava organized a reading of the book The Postman by Kateryna Sad from the Staryi Lev publishing house, which was accompanied by a screening of the illustrations on a big screen.

“Such projects are of great importance for supporting Ukrainian culture among children, no matter where they are now. By reading together in their native language, children keep in touch with their cultural heritage, supporting their mental and emotional development,” said Victoria Korsunova, Director of the URF Kyiv Office.

She also added that “the Ukraine Reconstruction Fund provides comprehensive support to cultural projects abroad, as they help Ukrainian children not only feel their native environment, but also confidently adapt to new conditions while preserving their identity.”

Cultural projects abroad remain a priority for the URF: they help Ukrainian youth preserve their identity and find support among their compatriots.

IMF TO APPROVE NEW TRANCHE TO SUPPORT UKRAINE'S RESILIENCE SOON

Ukraine has successfully met all the targets of the International Monetary Fund (IMF) program, paving the way for the approval of the fifth tranche worth $1.1 billion. This was announced by U.S. Deputy Treasury Secretary Brent Nieman.

This decision is expected to be made during the annual meetings of the IMF and the World Bank to be held in October in Washington. At the working level, the IMF agreed to disburse the tranche on September 10, but the Fund's Executive Board must give final approval.

“Ukraine has exceptionally well fulfilled all the structural benchmarks and indicators that were set for the summer. Therefore, I am confident that the revision will be approved in the near future and funding in the amount of $1.1 billion will be provided,” Nimen said.

The four-year IMF program totaling $15.6 billion is an important part of international support for Ukraine. Despite the hostilities, the country's economy is showing stability, but growth is expected to slow due to the strikes on energy infrastructure.

The IMF forecasts that Ukraine's economic growth will reach 3% in 2024, although risks remain high. Brent Niemen is confident that Ukraine will continue to maintain economic stability despite all the challenges.

SWITZERLAND PROVIDES 1.5 BILLION FRANCS FOR RECONSTRUCTION PROJECTS: COMMENTS BY PAVLO KOSTYUK

Switzerland has announced new financial commitments to support Ukraine’s recovery and engage the private sector in important projects. This became known after a meeting between Minister of Community Development Oleksiy Kuleba and Ambassador of Switzerland to Ukraine Felix Baumann.

One of the key areas of cooperation will be the construction of housing for internally displaced persons (IDPs), of which there are currently more than 4.5 million in Ukraine.

“Intensification of cooperation with Switzerland, especially in the area of housing for IDPs, is strategically important for Ukraine. This is not only assistance in times of crisis, but also a long-term contribution to restoring the viability of the regions. Attracting funding and support from the Swiss private sector will help accelerate these processes,” said Pavlo Kostyuk, founder of the Ukraine Reconstruction Fund.

Ambassador Felix Baumann emphasized that Switzerland has been actively supporting Ukraine for a long time, implementing decentralization and recovery programs. As part of the new initiatives, the Swiss government plans to allocate CHF 1.5 billion for reconstruction projects over the next four years. These funds will be used for Early Recovery programs and long-term projects.

“Long-term cooperation with partners such as Switzerland is a key element in Ukraine’s reconstruction plans. The 1.5 billion francs of financing demonstrate the seriousness of our partners’ intentions. Such contributions not only support ongoing programs but also lay the foundation for the country’s sustainable recovery,” added Pavlo Kostyuk.

A delegation of the Swiss private sector is currently in Ukraine to familiarize itself with the needs in the medium and long term. The 14th meeting of the Ukrainian-Swiss Joint Committee was also held, during which the State Secretariat for Economic Affairs (SECO) presented an action plan to support Ukraine, including the involvement of Swiss companies in reconstruction projects.
